SUBJECT: APPROVAL OF THE SOLE SOURCE PURCHASE OF
CHRISTMAS LIGHT DISPLAYS FOR HIGHWAY 26 AND THE
RESOLUTION THAT RATIFIES THE INITIAL PURCHASE
RECOMMENDATION:
City Council to consider award of a contract to the Becker Group as a sole source
provider for the purchase of static Christmas light displays for Highway 26 in the total
amount of $17,203.96 and approval of the resolution that ratifies the initial purchase.
FUNDING SOURCE:
325-44281-312-06-008 Lease Fund/Apparatus and Tools/Parks.............$17,203.96
BACKGROUND:
This purchase is being made as a sole source purchase in accordance with Local
Government Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (A) (D).
This procurement is for the purchase of 15 each custom fiberglass Christmas displays to
be installed along Highway 26 for the holiday period. The Becker Group is, the sole
provider of the displays due to custom design. Currently the lead-time for manufacturing
is between four to six weeks. To insure delivery by the holiday period, Staff issued an
order to the Becker Group to begin production. The total amount of this purchase is
$17,203.96.
Staff recommends ratification of the purchase from the Becker Group in an amount not
to exceed $17,203.96.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE RATIFICATION OF STAFF
PURCHASE OF CHRISTMAS LIGHT DISPLAYS AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID
CONTRACTS AND DOCUMENTS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine Parks and Recreation Division requires custom
made Christmas light displays for holiday display along State Highway 26; and
WHEREAS, the Becker Group is the sole source provider of the displays due to the
custom design; and
WHEREAS, due to manufacturing lead times, the City of Grapevine considered it
necessary to issue a purchase order to begin production.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine ratifies and authorizes
the purchase of fifteen custom made Christmas light displays from the Becker Group for
a total amount not to exceed $17,203.96.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 11th day of October, 2005.
