PURCHASE OF SOFTBALL FIELD LIGHTING AT THE OAK GROVE SOFTBALL COMPLEX THROUGH THE TEXAS LOCAL GOVERNMENT PURCHASING COOPERATIVE PROGRAM RECOMMENDATION: City Council to consider approval of the purchase of a softball field lighting system at the Oak Grove Softball Complex through a cooperative purchase agreement contract from Musco, Inc. in the total amount of $99,160.00. FUNDING: Funding is available in account 325-48860-312-06-0008, $98,000 (Lease Fund/Mach. and Equip.), and in account 174-74015-053, $1,160 (Permanent Capital Replacement Fund, Lamp Replacement at Athletic Fields). BACKGROUND: This procurement will be under the Interlocal Cooperation Act, Chapter 791, (Texas Local Government Code) that states that any entity participating through an interlocal agreement satisfies all bidding requirements under State law. Council approved an interlocal agreement with the Texas Local Government Purchasing Cooperative and participation in the Cooperative's annual agreements during the Council meeting on September 18, 2001. The Texas Association of School Boards administers the program and both the Texas Municipal League and the Texas Association of Counties sponsor the program. Staff will make this purchase through the Cooperative's e-commerce internet website. The Cooperative solicited bids for this equipment and awarded a contract to Musco, Inc. The total amount of this purchase is $99,160.00. This purchase is for softball field lighting to be installed at the Oak Grove Softball Complex. Adding lights to the third field at the complex will enhance the programming opportunities for the Recreation Division as well as offering additional practice and game times for the Grapevine Girls Softball Association (GGSA). Attached is a copy of the equipment list and pricing. Staff recommends approval of the purchase from Musco, Inc. through the City's existing interlocal contract with the Texas Local Government Purchasing Cooperative. Pricing furnished is effective for 60 days unless otherwise noted and is considered confidential. Divulging technical or pricing information to competitive vendors will result in removal from the bid list. Payment Terms 100% of the contract price is due and payable no later than 30 days after invoice date Late payment will be subject to service charges of 1 '/2% per month (18% APR). Musco will attempt to coordinate shipment so that delivery corresponds with the customer's payment schedule. We will expect payment within the terms described above unless there is a written statement from Musco's corporate headquarters stating the acceptance of different terms. Delivery to the job site from the time of order, submittal approval, and confirmation of order details including voltage and phase, pole locations is approximately 30-45 days. Due to the built-in custom light control per luminaire, pole locations need to be confirmed prior to production. Changes to pole locations after the product is sent to production could result in additional charges. Notes Quote is based on: • Shipment of entire project together to one location • Field size of 300' radius for the softball field • 480 Volt, 3 Phase electrical system requirement • Structural code and wind speed = IBC -C 2000, 90 MPH.
