HomeMy WebLinkAboutItem 22 - Donation of Fire Equipment tMIM 2 Z MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, ACTING CITY MANAGER %_ MEETING DATE: NOVEMBER 15, 2005 SUBJECT: CONSIDER APPROVAL OF A RESOLUTION FOR THE DONATION OF FIRE EQUIPMENT TO HOPKINS COUNTY FIRE SERVICES RECOMMENDATION: City Council to consider a resolution for the donation of fire nozzles and rescue tools to Hopkins County Fire Services. Please see the attached letter from Hopkins County regarding the proposed donation. BACKGROUND: Under Local Government Code Section 253.011 (C), municipalities may transfer property to a non-profit organization without complying with the notice and bidding requirements of Section 272.001(a) or other law. Hopkins County Fire Services is a 501(c)(3) non-profit, organization established in Hopkins County to provide fire, fire rescue and fire prevention services for the citizens of Hopkins County. The County is currently in need of fire nozzles and rescue tools for use in fire department operations. Under the City of Grapevine equipment replacement program, the City has purchased new nozzles and tools that replaced older equipment. The older equipment consists of 22 hose nozzles and Holmatro rescue tools. The age of this equipment is approximately 8 years old and the current approximate value is $3,000. Normally, this equipment would be sold at auction. The past history of both our physical and Internet auction sales has shown that this type of miscellaneous equipment brings only a fraction of the estimated value. Staff believes the equipment would be put to better use through this donation. This request is to approve a resolution to declare the nozzles and rescue tools surplus equipment and to approve the donation of the equipment to Hopkins County Fire Services. We respond with 12 other volunteer fire departments within our county. We are requesting the donation through the Texas Forest Service Helping Hands program the following: 1 '/4 handline riles 2 % handline nozzles Holmatro rescue tools We are in great need of the equipment to allow the volunteer departments to have adequate equipment for fire suppression activities. We are also requesting the Holmatro HRT and hoses for use on our brush unit We cover 39 miles of interstate highway and 43 miles of us highway and we answer numerous vehicle accidents. More than once we have had multiple vehicles with persons trapped in both vehicles and our mutual aid is very limited that has adequate equipment Any excess equipment you have available would be greatly appreciated. I have attached a copy of the Helping Hands program and donor form. If you and the city approve this request, please complete the donor form and forward to the Texas Forest Service. Sincerely, Carl R Nix Fire Administrator �i� w:.QrK9.n�t N=01"Moinki• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, DECLARING CERTAIN PROPERTY SURPLUS AND/OR SALVAGE; PROVIDING FOR THE DONATION OF SAID PROPERTY TO THE HOPKINS COUNTY FIRE SERVICES; AND PROVIDING AN EFFECTIVE DATE WHEREAS, it has been determined that the City of Grapevine is in possession of 22 fire hose nozzles and Holmatro rescue tools that have met all replacement criteria required by City policy and are being replaced by new nozzles and tools; and WHEREAS, it is the decision of the City Council to declare the nozzles and tools as surplus property; and WHEREAS, the Hopkins County Fire Services is a non-profit organization as defined by Internal Revenue Service IRC 501 (c) (3) and is in need of fire nozzles and rescue tools to be used for fire operations; and WHEREAS, Local Government Code Section 253.011 (C) states that municipalities may transfer property to a non-profit organization. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the following items are declared surplus and are donated to the Hopkins County Fire Services: 22 Fire Nozzles Holmatro Rescue Tools Section 3. That the City Manager, or his designee, is authorized to make the above items available to the Hopkins County Fire Services. Section 4.
