HomeMy WebLinkAboutItem 08 - Cardiac Monitor UpgradesITEM 0 g MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER�L MEETING DATE: DECEMBER 20, 2005 SUBJECT: APPROVAL OF A RESOLUTION FOR CARDIAC MONITOR UPGRADES TO EXISTING EQUIPMENT RECOMMENDATION: City Council to consider approval of a resolution to declare Medtronic Emergency Response Systems a sole source provider to update the existing cardiac monitor equipment. The total cost of this agreement is not to exceed $49,053.00. FUNDING SOURCE: Funding for this expenditure is currently available in account 325-42281-210-06-0008 Lease Fund/Apparatus & Tools. BACKGROUND: This procurement will be made as a sole source in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (A). This request is to approve the upgrade of 15 defibrillator/monitors currently in use at the City. In 1998, the City purchased new heart monitors that would last several years and that could be upgradeable as new technologies emerged. Currently, upgrades are available that will allow City Paramedics to monitor airway placement through Capnography digital wave technology. This technology will provide better defibrillation with Biphasic shock technology. This technology is recommended to maintain a high standard of care in our community. Council approved the upgrade during this year's budget process. Because this equipment was originally purchased from Medtronic Emergency Response Systems, they are the only source that can provide this service. Staff recommends approval of a resolution to designate Medtronic Emergency Response Systems as the only source to provide upgrades to the current equipment in the total amount of $49,053.00. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN FACTS RELATIVE TO THE UPGRADE OF EXISTING DEFIBRILLATOR/MONITORS; DETERMINING THAT THE UPGRADE SERVICE IS AVAILABLE FROM ONLY ONE SOURCE AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACTS AND DOCUMENTS AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine desires to upgrade existing defibrillator/monitors as follows: 11 Ea. UPG12BTE-Biphasic Option Field Service Upgrade for Medtronic LP 12............................................................................ $31,955.00 4 Ea. UPG12CO2-ETCO2 Option Field Service Upgrade for Medtronic LP12........................................................................... $17,096.00 Total...................................................................$49,053.00 WHEREAS, Medtronic Emergency Response Systems is the current supplier of the equipment and the sole provider for upgrades to the items listed above. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of a maintenance agreement to cover the listed software for a total not to exceed $49,053.00. Section 3. That the City Manger, or his designee, is authorized to take all steps necessary to consummate the purchase of said maintenance agreement. Section 4.
