EXECUTIVE SESSION
1 . City Council to conduct a closed session relative to:
A. Pending or contemplated litigation (relative to Edgewood ISD, et al v
Mike Moses, et al) under Section 551 .071 , Texas Government Code.
B. Conference with City Manager and Staff to receive information relative
to economic development prospects under Section 551 .075, Texas ;
Government Code. '
City Council to reconvene in open session and take any necessary action
relative to pending or contemplated litigation and conferences with employees
under Sections 551 .071 and 551 .075, Texas Government Code.

The City Council of the City of Grapevine, Texas met in Special Session (Executive
Session) on this the 1 st day of August, 1996 at 7:00 p.m. in Conference Room #204,
307 West Dallas Road, with the following members present to-wit:
William D. Tate Mayor
Ted R. Ware Mayor Pro Tem
Sharron Spencer Council Member
C. Shane Wilbanks Council Member
Jerry L. Pittman Council Member
Clydene Johnson Council Member
Roy Stewart Council Member
constituting a quorum, with the following members of the City Staff:

CALL TO ORDER
Mayor Tate called the meeting to order at 7:00 p.m.
ITEM 1 . EXECUTIVE SESSION
Mayor Tate announced the City Council would conduct a closed session regarding (A)
pending or contemplated litigation relative to Edgewood ISD, et al v Mike Moses, et
al and (B) conference with City Manager relative to economic development prospects
under Sections 551 .071 and 551 .075, Texas Government Code.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to the closed session. City Manager Trent Petty
stated there was no action necessary relative to pending or contemplated litigation
relative to Edgewood ISD, et al v Mike Moses, et al and (B) conference with City
Manager relative to economic development prospects under Sections 551 .071 and
551 .075, Texas Government Code.
NOTE: City Council continued with the Special City Council meeting in open session
in the Council Chambers.

Council Member Spencer, seconded by Mayor Pro Tem Ware, offered a motion to
adjourn the meeting at 8:30 p.m. The motion prevailed by the follawing vate.

ITEM 1 . AUTHORIZE PARTICIPATION AGREEMENTS WITH TAXING ENTITIES
RELATIVE TO TAX INCREMENT FINANCING DISTRICT
City Manager Petty recommended approval for the City to execute participation
agreements with the other taxing entities that are a part of the Tax Increment
Financing District (TIF): Tarrant County, Tarrant County Hospital District, Tarrant
County Junior College District and the Grapevine-Colleyville Independent School
District. He reported all four policy boards of the other entities unanimously approved
their participation in the TIF District.
Council Member Stewart, seconded by Mayor Pro Tem Ware, offered a motion to
approve as recommended and authorize the City Manager to execute the participation
agreements with the other entities. The motion prevailed by the following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Pittman, Johnson & Stewart
Nays: None

ITEM 2. ORDINANCE, AMENDING ORDINANCE NO. 96-38 TAX INCREMENT
FINANCING PLAN
City Manager Petty recommended approval of an ordinance amending the Tax
Increment Financing Plan as adopted by Ordinance No. 96-38 on June 4, 1996.
Mr. Petty reported the Tax Increment Financing District Advisory Board met prior to
the City Council and unanimously approved the proposed amendment to the Financing
Plan. The amendment to the Financing Plan clarifies that the Grapevine-Colleyville
Independent School District (GCISD) would be protected from negative impacts related
to their obligations under the school finance laws of the State of Texas and states
that the GCISD is a participant in the Tax Increment Financing District at 100%.
Council Member Wilbanks, seconded by Council Member Johnson, offered a motion
to adopt the ordinance amending the Financing Plan as recommended. The motion
prevailed by the following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Pittman, Johnson & Stewart

ORDINANCE NO. 96-55
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ,�
GRAPEVINE, TEXAS AMENDING THE TAX INCREMENT
FINANCING PLAN ADOPTED AND APPROVED BY
PASSAGE OF ORDINANCE NO. 96-38 PURSUANT TO
TEXAS TAX CODE SECTION 31 1 ; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
ITEM 3. AMEND GRAPEVINE-COLLEYVILLE INDEPENDENT SCHOOL DISTRICT
TAX INCREMENT FINANCING DISTRICT PARTICIPATION AGREEMENT
City Manager Petty reported the Tax Increment Financing District Advisory Board met
prior to the City Council meeting and unanimously approved an amendment to the
Grapevine-Colleyville Independent School District's (GCISD) participation agreement
that the District would be protected from negative impacts relative to their obligations
under the school finance laws of the State of Texas. Mr. Petty recommended
approval of the amendment to the GCISD participation agreement with the City.
Council Member Johnson, seconded by Council Member Pittman, offered a motion to
approve the amendment as recommended. The motion prevailed by the following
vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Pittman, Johnson & Stewart
Nays: None
