SUBJECT: APPROVAL OF BID 188-2004E FOR WATER TREATMENT
CHEMICALS
RECOMMENDATION:
City Council to consider award of bid 188-2004E to DPC Industries, Inc. for Liquid
Chlorine and Brenntag Southwest for Potassium Permanganate to establish an annual
contract for the water treatment plant. The bid tabulation is attached for review.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Grapevine Sun on April 29, 2004 and May 6, 2004.
The purpose of this bid is to establish fixed annual pricing on chemicals for the water
treatment plant. Both the liquid chlorine and potassium permanganate were included
with the overall chemical bid originally approved by Council on March 20, 2001. Due to
the current economic environment for chemicals all vendors declined to renew pricing for
these items under the current contract. New bids were taken to re-establish contract
pricing.
Bids were issued to eleven vendors through the City Internet portal with four vendors
responding. DPC Industries, Inc. was the lowest bid received for the liquid chlorine and
Brenntag Southwest, Inc. was the lowest bid received for the potassium permanganate.
Both vendors met all of the specifications listed in the bid.
Annual expenditures will be on an as needed basis and limited to the budget amount
approved for this purchase.
Staff recommends approval of a contract award to DPC Industries, Inc. for the liquid
chlorine and to Brenntag Southwest, Inc. for the potassium permanganate.
