Dada Dowell DPS Sgt. - ( Jason Knerd OPS Sgt., • Dear Board of Governors and Participating Chiefs, 7-1-04 Yesterday, at 2:00pm, Herschel Tebay and I were summoned to the office of DPS Captain Caley, to review the new organizational plan that CJD (according to DPS) is willing to fund. There are no narratives except for the cover memo from Captain Caley. I am providing you the facts that we have gathered from meeting with Captain Caley and from the joint Board of Governor's meeting that occurred in Graham on 6-15-04. As you can see from the attached organizational charts, many positions will not be funded by CJD/DPS. All the prosecutors were removed, along with two paralegals, two legal secretaries, two DA investigators, and the unit commander's position (me). According to the new plan, Captain Caley will be the unit commander with Herschel Tebay the assistant commander of the Tarrant County sector. What was specifically pointed out by Captain Caley was the DPS lieutenant who would be in charge of all the financial operations of the Tarrant County sector. This lieutenant would have supervision of the day-to-day financial transactions,the Generated Program Income seizure account, all the seized vehicles and seized property. According to Captain Caley and the new Project Director, Sheriff Pettus, all task force personnel have to be prepared to work throughout the entire five county impact area. Furthermore, the Board of Governors will no longer have any supervisory authority over task force operations or personnel. A combined group of representatives from both task forces will come together as a"Board of Advisors." All task force decisions and supervisory commands will emanate from Sheriff Pettus and Captain Caley. If a police chief has a narcotics complaint in their area, the complaint should be routed through the appropriate command personnel and not delivered to their respective officer assigned to the task force. The complaint will then be acted upon at the discretion of task force command personnel. I asked Captain Caley for his approval to hold a Tarrant County Board of Governors meeting that would be for Tarrant County officials only, exclusive of anyone from DPS or Cross Timbers, in order to facilitate open discussion and culminate in a vote on the DPS plan. He gave his approval stating that"since there is no Tarrant County task force nor a Board of Governors, then that would be fine." We have a meeting scheduled for Thursday, July the 8th, at 10:00am, in Mr. Curry's conference room, on the 4th floor of the Justice Center.
