SUBJECT: RENEWAL OF AN ANNUAL CONTRACT FOR THE PURCHASE
OF IRRIGATION CONTROLLERS AND PARTS FROM INTER
SPEC AS A SOLE SOURCE PROVIDER
RECOMMENDATION:
City Council to consider renewal of an annual contract for the purchase of irrigation
controllers and parts from Inter Spec as a sole source provider. Expenditures will be
limited to the annual budget amount for this commodity.
FUNDING SOURCE:
Funding for this purchase is currently available in account 174-74015-051-000 St.
Maint/Capital Replacement/Irrigation Replacement. The annual budget amount for this
commodity is $40,000.
BACKGROUND:
Procurements will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (D) that allows an exemption
from the normal bidding procedure for captive replacement parts or components for
existing equipment.
This request is to renew an annual blanket order to Inter Spec as a sole source provider
for the City's computer controlled irrigation system. The installation of this system began
in 1999. The CIS units are controlled via Motorola radios only, and Inter Spec is
Motorola's distributor for controllers and parts in the United States. Annual expenditures
will be limited to the annual budget approved for this commodity.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF IRRIGATION
CONTROLLERS AND PARTS; DETERMINING THAT THE
CONTROLLERS AND PARTS ARE AVAILABLE FROM ONLY
ONE SOURCE AND AUTHORIZING THE CITY MANAGER
OR HIS DESIGNEE TO EXECUTE SAID CONTRACT AND
DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase irrigation controllers and
parts on an as needed basis as part of the current irrigation system; and
WHEREAS, Inter Spec is the sole provider of the controllers and parts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of controllers and parts from Inter Spec on an as needed basis but not to exceed the
annual budget amount of $40,000.00 for this commodity.
Section 3. That the City Manger, or his designee, is authorized to take all steps
necessary to consummate the purchase of said controllers and parts.
Section 4. That this resolution shall take effect from and after the date of its
passage.
