CONSULTANT SERVICES CONTRACT AMENDMENT — SH 114
/ SH 121 MIS
City Council consider approving the initial contract with Innovative Transportation
Solutions, Inc. in the amount of $14,800.00 and an amendment to the existing
consultant services contract relative to the SH 114 / SH 121 MIS project in an amount
not to exceed $15,000.00, authorize staff to execute said amendment and take any
necessary action.
FUNDING SOURCE:
Funds for this contract amendment are available in 03 GO Bonds, Account No.: 178-
78107-015
BACKGROUND:
The development of the SH 114 / SH 121 MIS has continued to be a very labor-
intensive undertaking in both City staff time and our consultants' time.
ITS, Inc has provided assistance to the City staff since January, 2000 in reviewing and
analyzing the TxDOT proposed alignments, interchange configurations and access
schemes for SH 114 / 121. They have worked in close coordination with the City's prime
consultant, Turner Collie and Braden, Inc. in this review.
The City Staff authorized the initial contract with ITS on January 24, 2000 in an amount
of $10,000.00. An amendment was approved by City Staff on April 2003 in an amount
of $4,800.00.
ITS has also provided assistance in the development of the City's proposed access
schematics that have been prepared by TC&B and submitted to TxDOT for
consideration as well as attended most of the City, NCTCOG and TxDOT meetings
during this time to offer input and participate in the discussions between the three
entities.

ITS will continue its efforts until the final agreement has been reached between the City
and TxDOT on the overall plan for the SH 114 / 121 corridor and the access schemes
necessary to preserve Grapevine's access to the highway system.
City Staff continues to make every effort to expedite the MIS process and receive
environmental clearance for this project as soon as possible.
Staff recommends approval.

To the SH 114/SH 121 Funnel Design
Dear Sir:
Please accept this letter -of -agreement for transportation consulting services related to
the development and analysis of design alternatives for the SH 114/SH 121 Funnel
Design through the City of Grapevine, Specifically, ITS will perform the following tasks:
♦ Meet with the City of Grapevine staff and consultants concerning
access and planned improvements to the SH 114/SH 121 Funnel Area.
♦ As necessary, meet with Texas Department of Transportation (TxDOT) officials
and/or their consultants to review design alternatives, discuss access
modifications and verify design traffic numbers.
♦ Work with City of Grapevine Staff and Consultant Team to prepare design
alternatives, review TxDOT modifications, prepare and present analytical
justifications and present and justify access modifications to maintain and, where
possible, enhance the economic viability of the corridors.
♦ Along with City Staff, represent the City in meetings with the North Central Texas
Council of Governments (NCTCOG) regarding issues related to tolling, managed
lanes and other new financing mechanisms presented by NCTCOG and TxDOT.
♦ As directed by City Staff, ITS will attend meetings, prepare reports and make
presentations.
♦ In addition to the above stated Tasks, ITS will perform any additional tasks
related to the Funnel Design as directed by the City of Grapevine Staff.
a , Innovative Transportation Solutions, Inc. (ITS) will perform the listed tasks on a time and
expense basis. A copy of our billing rates is included. It is estimated that consulting fees
and expenses will not exceed $15,000. Any fees and/or expenses exceeding the above
stated figures will not be expended without written authorization from the City of
Grapevine.

City Council consider approving an amendment to the existing consulting engineering
services contract with Turner, Collie & Braden, Incorporated, relative to the SH 114 / SH
121 MIS project in an amount not to exceed $50,000.00, authorize staff to execute said
amendment and take any necessary action.

The development of the SH 114 / SH 121 MIS has continued to be a very labor-
intensive undertaking in both City Staff time and our consultant's time.
City Council has previously approved a contract with Turner Collie & Braden,
Incorporated on June 18, 2002 in an amount of $50,000.00 for Traffic Analysis Services
in the SH 114/ SH 121 Corridor and amendments on August 19, 2003 and February 3,
2004 in the amounts of $27,360.00 and $50,000.00. respectively.
In the February 3, 2004 agenda memo, staff outlined the history of the project and the
process that the staff and the city's consultant were pursuing to finalize the project. That
work has been completed by the city team, but final resolution has not been reached.
The TxDOT consultant has incorporated much of the City's recommended access and
interchange configurations into the plan in a preliminary phase. We still have some
access issues that we are working on with TxDOT and their consultant, HDR.
Additionally, TxDOT and NCTCOG are still negotiating their volume inconsistencies in
the western portion of the corridor in the vicinity of SH 26 and FM 1709.

During these discussions with NCTCOG, the City and TxDOT, some additional access
possibilities have been identified which will need to be reviewed and analyzed. These
access possibilities include:
the east segment of the corridor in the vicinity of FM 2499, SH 26, 1 -635 and Bass
Pro Drive,
• the south segment of the corridor in the vicinity of SH 121, SH 360 and Hall Johnson
Road, and
• the west segment of the corridor in the vicinity ,of SH 26, FIVI 1709 and College
Street.
TxDOT's consultant has determined that the majority of the City's access suggestions
can be constructed from a physical perspective. However, the operations of the access
scheme has yet to be simulated by TxDOT's consultant. They are waiting for final
agreed upon traffic volume projections. Once those are finalized, the consultant will
model the proposed schematic to determine the operational characteristics of the flow
during the design hour and identify areas of undesirable congestion.
Our consultant will monitor the modeling efforts of TxDOT's consultant and will assist the
City in addressing any negative results of those computer model runs.
Each time TxDOT's consultant responds with a negative assessment of our proposed
access schematics, we have to respond to their skepticism with computer model run
data to convince them of our proposals' viability. This can become time consuming and
costly.
The City Staff continues to make every effort to expedite the MIS process and receive
environmental clearance for this project as soon as possible.
Staff recommends approval.

RE: Traffic Engineering Services — Supplemental Agreement 4 - Completion of Schematic
Resolution Support Work for the SH 1141121 Corridor
Dear Jerry:
As you are aware, we have been called on to continue to support the subject schematic resolution.
This effort will be beyond our previous scope. It is therefore requested that this supplemental
agreement for additional funding of $50,000 be approved to cover our foreseeable effort.
Additional Scope of Services
Task 5 - Continue coordinating assistance to City, NCTCOG, and TxDOT as needed, TC&B is, at the
request of the City, currently participating in the schematic resolution effort. This effort is a
cooperative effort by the City of Grapevine, TxDOT, NCTCOG, HDR (TxDOT's MIS consultant) and
TC&B to reach a consensus on the final schematic for the corridor. It involves refining alternatives,
modifying geometries, and coming up with specific improvements that are acceptable to all entities.
TC&B will, as a part of this effort, continue to provide geometric solutions and analysis as needed to
support the original intent of the alternative schematic proposed by the City to provide appropriate
access in the corridor.
Compensation and Liability
Task 5 - $50,000
Period of Service and Schedule
As directed
Authorization to Proceed All terms and conditions stated in the original agreement, dated May 24,
2001, will remain in effect. This supplemental agreement covers only the additional work identified
above. if this request for a Supplemental Agreement meets with your approval, we will consider your
acceptance in the space provided below as our authorization to continue the additional effort. Please
return one signed copy of this supplemental agreement for our files,
