SUBJECT: CONSIDER A RESOLUTION DECLARING UNION METAL
CORPORATION AN ONLY SOURCE FOR THE PURCHASE OF
DOVE LOOP BRIDGE LIGHTING
RECOMMENDATION:
City Council to consider approval of a resolution to declare Union Metal Corporation a
sole source provider for the purchase of twenty historic streetlights on two Dove Loop
bridges in the total amount of $25,600 and authorize staff to execute said agreement
and take any necessary action.
FUNDING SOURCE:
Funds are currently available in account 178-78102-014 Capital Projects Streets/Dove
Road Median Construction
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (D) that provides a general
exemption from the bid process for purchases available from only one source and that
contain captive replacement parts or components for equipment. This purchase will
match other Union Metal Corporation streetlights currently in place at other City
locations.
- The Dove Loop Project has ten historic streetlights planned for each of the two bridges
crossing Ferris Branch and Morehead Branch. The streetlights will be similar to those on
the Pool Road Bridge at Big Bear Creek.
The City will be responsible for installation and maintenance of these lights, the same
as those on Pool Road.
The total cost of this purchase is $25,600.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF STREETLIGHTS
AND AUTHORIZING THE CITY MANAGER OR THE
MANAGER'S DESIGNEE TO EXECUTE SAID CONTRACTS
AND DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine is in need of purchasing streetlights for new
construction on Dove Road; and
WHEREAS, Union Metal Corporation has furnished streetlights of the same type
and configuration previously installed at other City locations and is the only source that
can provide new streetlights that match the existing streetlights thereby maintaining
uniformity and avoiding parts or components obsolescence.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of 20 streetlights from Union Metal Corporation for a total not to exceed $25,600.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 5th day of October, 2004.
