SUBJECT: APPROVAL OF BID 197-2004 FOR THE PURCHASE OF
PATROL MOTORCYCLES
RECOMMENDATION:
City Council to consider award of bid 197-2004 to DFWHD Partners, L. P., dba Texas
Harley-Davidson, for the purchase of six police patrol motorcycles. The total amount of
this expenditure is $111,240.00. A bid tabulation is attached for review.
FUNDING SOURCE:
For five motorcycles, funds are available in the lease fund to satisfy necessary debt
payment requirements in account 325-48910-000-0-0007 FY2005. For one motorcycle,
funds are available in account 100-45561-109-1 General Fund/P&L Claims/Insurance.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021, 252.0215, and 252.022.
This bid was advertised in the Grapevine Sun on August 12, 2004 and August 19, 2004.
The purpose of this bid was to obtain competitive pricing for the purchase of six police
patrol motorcycles. The bid was sent to eleven vendors with three vendors responding.
One motorcycle is a replacement for one damaged in an accident. Five will be
purchased under the 2005 budget for replacement vehicles. These motorcycles will
replace current units that have reached their life expectancy in years or have exceeded
the mileage allowed under the replacement program as shown in attachment "A".
This bid requested both current unit and total pricing and, at the City's option, a
guaranteed repurchase agreement at the end of twelve months. DFWHD Partners, L. P.,
dba Texas Harley-Davidson, was the lowest bid received for the initial purchase and
presented the highest repurchase price.
Staff recommends approval of an award to DFWHD Partners, L. P., dba Texas Harley-
Davidson, as the lowest and best bid received.
