RENEWAL OF BID 134-2002, ANNUAL CONTRACT FOR
TEMPORARY EMPLOYMENT SERVICES
City Council to consider renewal of an annual contract for the lowest and best bid
meeting City specifications to Snelling Personnel Services as primary supplier for
temporary employment services. Annual contract expenditures are released on an as
needed basis by City Departments. A bid tabulation is attached for review.
FUNDING SOURCE:
Annual contract expenditures will be limited by department to the annual budget amount
approved for this service.
BACKGROUND:
Council first approved this contract on August 20, 2002. The bid specifications included
an option to renew the contract for four additional one-year periods. If renewed, this
would be the second renewal period.
The purpose of this bid is to establish fixed annual pricing for temporary employment
services. This service is utilized by all City Departments and contracted on an as needed
basis.
Originally, Manpower Employment Services was approved by Council as the lowest
overall bid and as the primary vendor. To insure the availability of personnel, Council
also approved Snelling Personnel Services as secondary vendor.
The primary vendor, Manpower Employment Services, did not respond to several written
and verbal renewal inquiries. The secondary vendor, Snelling Personnel Services, did
respond and offered to renew their contract at the same pricing originally bid. Snelling
performed satisfactorily during the last contract period.
Staff recommends approval of renewing the contract to Snelling Personnel Services as
primary vendor for this service.
