APPROVAL OF BID 199-2004, ANNUAL CONTRACT FOR
VEHICLE DETECTION LOOP INSTALLATION
City Council to consider award of an annual contract to Durable Specialties, Inc. for the
installation of vehicle detection loops on an as needed basis by the Traffic Division.
Purchases will be limited to the annual budgeted amount for this commodity. A bid
tabulation is attached for review.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the
Grapevine Sun on September 2, 2004 and September 9, 2004. Bids were issued to five
vendors with three vendors responding.
The purpose of this bid is to establish fixed annual pricing for the installation of vehicle
detection loops on an as needed basis by the Traffic Division.
The specifications of this bid requested firm pricing for an estimated 6,000 linear feet of
detection loop installation. The pricing is to remain firm during the initial twelve-month
period. At the City's option, there are four additional one-year renewals. The
specifications also allow for a price redetermination at each renewal period.
Durable Specialties, Inc. was the lowest overall bid received at a unit cost of $3.90/LF.
After a review by Staff of the bids received, it has been determined that Durable
Specialties, Inc. met all of the bid requirements and specifications.
Staff recommends award of an annual contract to Durable Specialties, Inc. for vehicle
detection (loop) installation services.
