The bid advertisement was posted in the Fort Worth Star Telegram on September 25, 2004 and October 2, 2004. Bid documents and plans were issued to 15 contractors with seven contractors responding. October 27, 2004 (4:25PM) The project targets areas of town where water lines were either constructed of a substandard material or undersized. galvanized, cast iron and asbestos concrete composite pipe materials were utilized for water line construction during the 1950s and 1960s. These materials have reached their design life. During the same time period water lines were installed in subdivisions to serve a population that had reduced water demands compared to current water usage. Landscape irrigation and population densities have increased water usage requiring larger capacity water lines. The following subdivisions are included in the project: • Lake Forest • Sky Harbor • Bellaire • W. C. Lucas • Ridgecrest • Peach St. • Ellis • Grapevine Industrial Park. Many of the water lines serving these subdivisions have been replaced during other capital improvement projects limiting the scope of the project to replacement of the original water system. The work consists of labor and material for the installation of approximately 2580' of 12", 2540' of 8" and 8200' of 6" waterline including gate valves, fire hydrants, and other appurtenances. Seven contractors submitted bids for this project. Gra-Tex Utilities, Inc. was the lowest overall bid that met all of the bid specifications and requirements. Gra-Tex Utilities has completed projects for the cities of Bedford, Irving and Keller. Staff verified these references and received satisfactory recommendations from all three. Staff recommends award of a contract to Gra-Tex Utilities, Inc. for a total amount not to exceed $737,180.00.
