SUBJECT: APPROVAL OF BID NUMBER 203-2004 FIRE HEALTH AND
SAFETY EQUIPMENT -ANNUAL CONTRACT
RECOMMENDATION:
City Council to consider approval of an annual contract for the lowest and best bid
meeting City specifications to Municipal Emergency Services, dba Four Alarm Fire, Inc.
for the purchase of self contained breathing units, cylinders, and repair parts on an as
needed basis. A bid tabulation is attached for review.

100-42281-210-3 General Fund/Apparatus and Tools/Fire Operations
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Grapevine Sun on September 23, 2004 and September 30, 2004.
The purpose of this bid is to establish annual contract pricing for the purchase of self-
contained breathing units, cylinders, and repair parts to be ordered on an as needed
basis by the Fire Department.
Bids were sent to five vendors with three vendors responding. Bids requested a
discounted percentage from the current manufactures price schedule. The price
schedule was required to be submitted with each bid.
Three vendors responded to the bid. Municipal Emergency Services, dba Four Alarm
Fire, Inc. offered the highest discount at 35% for unit, cylinder and face piece products
and 28% for all repair parts. The City has purchased from Four Alarm in the past with
satisfactory results.
Staff recommends approval of a annual contract award to Municipal Emergency
Services, dba Four Alarm Fire, Inc. to provide self contained breathing apparatus and
repair parts.
