SUBJECT: APPROVAL OF BID NUMBER 157-2003 (RE -BID),
AUTOMOTIVE BODY REPAIR -ANNUAL CONTRACT
RECOMMENDATION:
City Council to consider approval of an annual contract for the lowest and best bid
meeting City specifications to Classic Chevrolet for automotive body repair services on
an as needed basis. A bid tabulation is attached for review.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Grapevine Sun on August 7, 2003 and August 14, 2003.
The purpose of this bid was to establish annual contract pricing for automotive repair
services required on an as needed basis by Fleet Services.
Bids were sent to six vendors with two vendors responding. Bids requested unit pricing
for a per hour labor rate and specified a parts discount of cost plus 5%.
The two responding vendors, Classic Chevrolet and Miracle Auto Painting and Body,
both quoted a labor rate at $32.00/Hour and a parts discount of cost plus 5%. Under
Local Government Code 271.905 (b) (2), when a municipality receives one or more bids
from a bidder whose principal place of business is in the local government and who's
bid is within three percent of the lowest bid price received from a bidder who is not a
resident of the local government, the local government may enter into a contract with the
bidder whose principal place of business is in the local government.
Staff recommends approval of a annual contract award to Classic Chevrolet to provide
automotive body repair services.
