SUBJECT: APPROVAL OF A RESOLUTION AUTHORIZING THE
PURCHASE OF A MOBILE SURVEILLANCE SYSTEM FOR THE
POLICE DEPARTMENT
RECOMMENDATION:
City Council to consider a resolution authorizing the purchase of a mobile surveillance
system for the Police Department in the amount of $44,916.00.
FUNDING SOURCE:
114-44686-209-1 Special Revenue Fund/Fed. Forfeitures/Law Enforcement..$47,900.00
BACKGROUND:
This procurement will be made as a sole source purchase allowed under the State of
Texas Local Government Code Chapter 252, Section 252.022 (7) (D).
This recommendation is for the purchase of a mobile Sky Watch Crime Deterrence and
Surveillance System. The surveillance unit goes from absolute ground level to a second
story eye level in a matter of seconds and can easily be relocated in minutes. This
system will be used to combat vehicle thefts and vehicle burglaries in and around
Grapevine Mills Mall and other large retail parking lots throughout the City. It can also
be used at the City's festivals. The system increases efficiency by allowing one officer
to cover an area normally requiring three or more officers.
The Sky Watch system is a patented product that includes features of elevated
surveillance and deterrence that can only be provided by New Heights Manufacturing,
Inc.
Staff recommends approval of the purchase from New Heights Manufacturing, Inc. in the
total amount of $44,916.00.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF A MOBILE
SURVEILLANCE SYSTEM THAT IS AVAILABLE FROM
ONLY ONE SOURCE AND AUTHORIZING THE CITY
MANAGER TO EXECUTE SAID CONTRACTS AND
DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase a mobile surveillance system
as a sole source; and
WHEREAS, New Heights Manufacturing, Inc. is the sole provider of the following
equipment:
1 Each Sky Watch Mobil Surveillance System
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the listed equipment for a total not to exceed the annual budgeted amount of
$44,916.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 18th day of November, 2003.
