HomeMy WebLinkAboutItem 02 - Tarrant County Juvenile Services5 ITEM s = MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: JANUARY 6, 2004 SUBJECT: RESOLUTION AUTHORIZING THE DESIGNATION OF TARRANT COUNTY JUVENILE SERVICES AS THE RECIPIENT OF FUNDS ALLOCATED FROM THE JUVENILE ACCOUNTABILITY BLOCK GRANT RECOMMENDATION: City Council to approve a resolution authorizing the designation of Tarrant County Juvenile Services as the recipient of funds allocated for the City of Grapevine from the Juvenile Accountability Block Grant. FUNDING SOURCE: Funds in the amount of $8,435 are available from a grant administered by the Criminal Justice Division of the Governor's Office. BACKGROUND: The Juvenile Accountability Block Grant Program, through the Criminal Justice Division of the Governor's Office, has allocated $8,435 for the City of Grapevine to be utilized for specific juvenile justice programs. The City of Grapevine, in conjunction with other Tarrant County entities, proposes that our allocated funds be combined and assigned to Tarrant County Juvenile Services (TCJS). This will be the fifth year that the funds have been passed on to TCJS. Other participating jurisdictions include the Cities of Fort Worth, Euless, Benbrook, Bedford, Forest Hill, Mansfield, Arlington, White Settlement, North Richland Hills, Hurst and Haltom City, as well as Tarrant County. TCJS, acting through a coalition of public entities and community providers, proposes to use the funding to improve the identification, prosecution, supervision, and treatment of juvenile offenders referred by law enforcement agencies within Tarrant County. These funds will be used to support the following programs: 1. To provide intervention alternatives that effectively prevent further criminal behavior, other than referral to juvenile court, for juvenile first offenders. 2. To address the commission of sexual offenses through intensified prosecution and probation supervision. 3. To comply with state mandates requiring submission of juvenile offender fingerprint information to the statewide database. 4. To support juvenile drug court through establishment of treatment alternatives for substance -abusing youth. The City of Grapevine will not be obligated financially to these proposed programs. Tarrant County will provide all matching funds required to obtain these grants. Captain Sue Hanley will represent the City of Grapevine on the Board of Directors. US Any entity receiving a local allocation may waive their ability to apply for funds and choose instead to waive the allocation back to the Governor's Criminal Justice Division or to another larger or neighboring jurisdiction that may still benefit the waiving agency's area. The grant applicant that is requesting CJD funding is responsible for obtaining the written authorization from each entity that chooses to waive an allocation. In addition, the grant applicant is responsible for forwarding this signed document at the same time that the "Grant Application Certification Form" is submitted to CJD via facsimile or mail. CJD will not award any additional waived funds to the applicant organization until the waiver form is signed and received by CJD via facsimile or mail. PART 1: WAIVER OF ALLOCATION 1. Or, if funds are waived to another entity, the above-named entity waiving funds understands that those funds may be used to provide juvenile accountability -based services to the waiving agency's target area. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the City of Grapevine waives the right to apply for the Juvenile Incentive Block Grant. Section 2. That the City of Grapevine requests that Tarrant County Juvenile Services receive these funds. Section 3. That the City of Grapevine names Captain Sue Hanley to serve as a member of the Tarrant County/Fort Worth Juvenile Crime Enforcement Coalition. Section 4.
