1 . City Council and Planning & Zoning Commission to discuss proposed
amendments to the Grapevine Code of Ordinances, Appendix D,
Comprehensive Zoning Ordinance No. 82-73, as amended, relative to:
a. Section 31 "LI" Light Industrial District Regulations and Section 32 "BP"
Business Park District relative to warehouse distribution uses;
b. Section 52 Tree Preservation relative to tree preservation permits and
tree removal permits, Section 53 Landscaping Regulations relative to tree
size, Section 45 Concept Plans and Section 47 Site Plans relative to tree
preservation permits;
c. Section 60 Sign Regulations relative to ground and pole signs and
portable and vehicle signs;
and take any necessary action.

The City Council and the Planning & Zoning Commission of the City of Grapevine,
Texas met in Workshop on this the 30th day of April, 1996 at 6:45 p.m. in the Police
Training Room #104, 307 West Dallas Road, with the following members of the City
Council present to-wit:

Mayor Pro Tem Ware called the workshop to order at 6:55 p.m.

ITEM 1 . DISCUSS AMENDMENTS TO APPENDIX D, COMPREHENSIVE ZONING

ORDINANCE N0. 82-73, AS AMENDED, SECTION 31 "LI" LIGHT
INDUSTRIAL DISTRICT REGULATIONS, SECTION 32 "BP" BUSINESS
PARK DISTRICT, SECTION 52 TREE PRESERVATION, SECTION 53
LANDSCAPING REGULATIONS, SECTION 45 CONCEPT PLANS,
SECTION 47 SITE PLANS AND SECTION 60 SIGN REGULATIONS
Development Services Director H. T. Hardy noted the public hearing had been held on
March 26, 1996 and continued to April 16, 1996 regarding the proposed amendments
to the Grapevine Code of Ordinances, Appendix "D", Comprehensive Zoning
Ordinance No. 82-73, as amended, Section 31 "LI" Light Industrial District
Regulations, Section 32 "BP" Business Park District, Section 52 Tree Preservation,
Section 53 Landscaping Regulations, Section 45 Concept Plans, Section 47 Site Plans
and Section 60 Sign Regulations. At the April 16 meeting, the City Council and the
Planning & Zoning Commission voted to the close the public hearing and to conduct
a workshop regarding the proposed amendments.

Mr. Hardy began review of the proposed amendments to Section 31 "LI" Light
Industrial District Regulations and Section 32 "BP" Business Park District relative to
warehouse distribution uses. He noted the proposed amendments would allow
warehouse/distribution uses as a permitted use on properties platted as a lot of record
with concept plan approval prior to March 27, 1996 and that after March 27, 1996
these uses would be a conditional use on properties platted as a lot of record. The
proposed amendments were intended to address possible changes in development
trends in northeast Grapevine.
In reviewing the proposed amendments to Section 52 Tree Preservation and Section
53 Landscaping, Mr. Hardy stated they were to provide a review process to preserve
the existing natural environment whenever possible and to encourage the preservation
of large specimen trees throughout any construction of land development. Discussion
pertained to tree sizes and how to measure trees to comply with the City's ordinance.
Proposed amendments to Section 45 Concept Plans and Section 47 Site Plan Review
require a Tree Preservation Permit to be a part of zoning cases, or platting when
Council, or the Commission, determine there is a need to consider existing specimen '
trees relative to a zoning or platting request.
Mr. Hardy reviewed the proposed amendments to Section 60 Sign Standards. He
presented exhibits of unacceptable and acceptable signage under the current and
proposed amendments. The proposal provides new design standards for ground signs
to encourage developments to use ground signs in lieu of the standard 20 foot pole
signs by increasing the overall height, maximum gross surface area, percentage of
changeable copy. Ground signs would be required to be solid from the ground up
with all poles or supports being concealed. It was also noted that signs and

supporting pole(s) would be required to be designed and constructed to be related, or
complementary, with the architectural style of the primary structures.
Mr. Hardy reported 40 foot pole signs may be approved under current requirements
in Planned Commercial Centers on State Highways 1 14, 121 , and 360. He noted the
proposed amendments would include Farm to Market 2499 and would eliminate signs
along State Highway 360 and State Highway 121, south of State Highway 360. The
proposal would permit 40 foot pole signs on any property along designated highways
with a conditional use, if the property is zoned Community Commercial, Neighborhood
Commercial, or Highway Commercial District Regulations.
Lengthy discussion ensued relative to the proposed amendments to Section 60 Sign
Regulations regarding ground and pole signage.
There was no action taken by the City Council or the Planning & Zoning Commission.
It was the consensus of the two bodies that the Planning & Zoning Commission
further review the proposed amendments and make a recommendation to the City
Council at a later date.

'' Mayor Pro Tem Ware, seconded by Council Member Spencer, offered a motion to
adjourn the meeting at 8:40 p.m. The motion prevailed by the following vote:

Nays : None
Absent : Traverse
