During the construction of the curb and gutter along the south side of Dove Road between Park Boulevard and Dove Loop, conflicts were encountered with an existing 10" waterline at a very shallow depth beneath the curb. To expedite the construction of the curb and gutter as well as the sidewalk before school opened in August, the contractor installed 300 LF of new 12" waterline behind the curb line. Additionally, a planned curb inlet at the intersection of Dove Loop and Dove Road had to be modified to avoid the waterline. Cost $ 41,544.80 The construction of North Main Street also experiences conflicts with an existing waterline along the west side of the roadway. Modifications to this line in the immediate vicinity of each conflict was planned in the construction of the roadway. Staff has concluded that the age and the material type of the existing line, coupled with the planned replacement of segments of the line at the conflicts, pose potential problems. As currently planned, the waterline will be a 660 LF length of pipe that will be a patchwork of new and old line susceptible to maintenance problems due to the bends and connections between different pipe materials as well as the difference in age of the pipe segments. By replacing the full length of 660 LF, we will have a new pipe system parallel to the new roadway that should provide us with problem free service for many years to come. Cost $ 53,796.18 The recent construction of the 20" waterline up Scribner Street to serve the new elevated water tank included routing the line along Peach Street from Scribner Street east to Hall Street before continuing north into the Service Center site. At the 90 degree bend at Hall Street, the new 20" pipe included a 12" "T" connection to the existing waterline in Peach Street for a future eastward extension. The existing waterline serving Peach Street between Hall Street and North Main Street is an old 3" cast iron line that is undersized to provide service to the residents on Peach Street and fire protection to the area. The City is currently undertaking a program to address undersized waterlines in areas of the City. Staff is proposing to address this undersized issue on Peach Street with the construction of North Main Street and provide an adequately sized connection between the 20" waterline at the elevated water tank and the 12" waterline in North Main Street. Staff has requested that our Dove Loop contractor provide us a cost to replace this 3" waterline with a 12" waterline connection between the existing 20" water main and the new 12" water main in North Main Street. Cost $ 65,582.09 0:\agenda\1-6-04\Dove Rd Street Light Agmt January 14, 2004 (11:02AM) The construction of Shadybrook Drive from Dove Loop to Scribner Street, approved by City Council in Change Order # 1, did not include the cost of a traffic detour during the construction. The contractor will mill the existing asphalt roadway and use the millings to construct a paved detour to serve the Service Center while the roadway is reconstructed with concrete pavement. Cost $ 9,000-00 Miscellaneous costs include the over excavation of trash in Dove Loop at a cost of $3,492.00; added borrow to fill the over excavation of the roadbed at a cost of $6,984.00 median trenching on Dove Loop to facilitate drainage for the landscaping at a cost of $4,000.00 and the erection of a fence at the corner of Dove Loop and North Main Street at a cost of $1,278.75 Staff recommends approval.
