HomeMy WebLinkAboutItem 06 - Farmers' Market StructureMEMO TO: FROM: MEETING DATE: SUBJECT: RECOMMENDATION: ITEM s HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL ROGER NELSON, CITY MANAGERO/ FEBRUARY 3, 2004 FARMERS' MARKET STRUCTURE City Council approve a resolution authorizing a $90,000 expenditure for a covered structure to be erected behind the Gazebo on Jenkins Street to be used for the Farmers' Market, festival activities, and other events. FUNDING SOURCE: Funding for the project will come from: CVB Capital Funds account #179-79155 ($40,000) Parks & Recreation Electrical, Sprinkler and Landscaping account #174-75015-051 ($20,000) Public Works Infrastructure account #174-43301-090 ($30,000) BACKGROUND: At the January 6, 2004 Council Workshop, Council reviewed the plans for the Farmers' Market Structure at the Gazebo in Town Square. Council accepted the design presentation and directed the project to move forward to the Historic Preservation Commission on January 28`h. The Commission approved the attached plan at that meeting. The building will be completed in time for the Grapevine Garden Club's annual plant sale on April 30, 2004. The Farmers will relocate their produce market from the Heritage Center to Town Square and local citizens will be able to hold Arts and Crafts sales and other related events in the new Farmers Market Structure. The initial structure was proposed to be a temporary facility that could be erected and taken down seasonally. The budgeted cost for this facility was $30,000. In order to build the better, permanent structure desired, we have increased the amount available to $90,000. The CVB, Public Works and Parks & Recreation Departments will contribute personnel and funding to help cover the higher cost. If RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE EXPENDITURE OF UP TO $90,000 FOR THE CONSUTRUCTION OF THE FARMER'S MARKET STRUCTURE; AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACTS REGARDING SAID PROJECT; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine wishes to construct a structure adjacent to the gazebo for farmers market, festival activities, and other City and local events (the "Project"); and WHEREAS, the Project will be conducted as a joint effort utilizing City staff and private contractors; and WHEREAS, for itemized Project costs at or below $25,000, the Project will benefit from the City Manager's, or his designee's, administration of the work; and WHEREAS, City staff will adhere to the requirements of Chapter 252 of the Local Government Code for Project components which exceed $25,000 in value. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. All matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Manager or his designee is hereby authorized to expend up to $90,000 for the construction of the Project, subject to the following conditions: A. For itemized Project costs of $25,000 or less in value, the City Manager or his designee may administer such expenditure otherwise in accordance with the City's purchasing policy. B. For itemized Project costs in excess of $25,000, the City will competitively bid such acquisition in accordance with Chapter 252 of the Local Government Code. Section 3. That the City Manager or his designee, is authorized and directed to sign and deliver all necessary requests and other documents in connection herewith for and on behalf of the City of Grapevine. Section 4. That this resolution shall take effect from and after the date of its passage.
