HomeMy WebLinkAboutItem 04 - False Alarm Software SystemITEM s _4_ MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: APRIL 6, 2004 SUBJECT: APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF A FALSE ALARM SOFTWARE SYSTEM THROUGH THE STATE OF TEXAS QUALIFIED INFORMATION SYSTEMS VENDOR PROGRAM RECOMMENDATION: City Council to consider a resolution authorizing the purchase of a false alarm software system from AOT Public Safety Corporation in the amount of $24,800.00. FUNDING SOURCE: 100-44540-209-4 General Fund/Technical Services/Professional Services.. $24,800.00 BACKGROUND: This purchase will be made under the State of Texas Catalog Information Systems Vendor (CISV) Program as authorized by Texas Government Code, Title 10, Subtitle D, Chapter 2157, Subchapter B, Catalog Purchase Method. Section 2157.061 of the above referenced Government Code allows State agencies to purchase automated information systems from vendor catalogs approved by the State. AOT Public Safety Corporation was approved by the State on February 27, 2004 as a designated Catalog Information Systems Vendor. This purchase will be for a false alarm management system from AOT Public Safety Corporation for the Police Department that will replace the existing outdated DOS based system. The new system will integrate with the Computer Aided Dispatch Software allowing the accurate tracking of residential and commercial false alarms. This system will allow the Police Department to notify and bill those individuals/businesses that register more than five false alarms within a twelve-month period. The upgrade will provide accurate permit tracking and detailed invoicing for alarm permit customers. The system will generate renewal letters and overage letters automatically, showing detailed information about which alarm system is in question. The upgrade will also reduce the number of man-hours expended each month manually tracking false alarms, printing invoices and renewal letters. April 1, 2004 (11:17AM) �A In our experience, the DOS program has been unreliable and it is no longer supported by the software developer. Manual operation may produce inconsistencies. With the new software, the Department will start over in order to be sure of consistent enforcement. The City ordinance governing alarms is not changing. It is consistent with State statutes which allow five false alarms before being fined. The CISV Program requires a State Agency under Section 2157.0611 to evaluate three offers from CISV vendors if the purchase exceeds a total of $2,000. A list of all CISV vendors is maintained on the State's Web site. If no other catalog vendor is listed that sells the same type of automated information system, the agency may purchase directly from a catalog vendor that can provide the software, equipment or service. In reviewing the catalog vendors provided by the State, no other vendors could be found that could provide a false alarm software system. Staff recommends approval of an award to AOT Public Safety Corporation through the State CISV Program in the amount of $24,800.00. N11 April 1, 2004 (2:54PM) 4 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A FALSE ALARM SOFTWARE MANAGEMENT SYSTEM THROUGH THE STATE OF TEXAS CATALOG INFORMATION SYSTEMS VENDOR (CISV) PROGRAM AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by Texas Government Code, Title 10, Subtitle D, Chapter 2157, Subchapter B, Section 2157.061 to make purchases through the Catalog Information Systems Vendor (CISV) program; and WHEREAS, the Catalog Information Systems Vendor program, is a qualified State program as authorized by the above referenced Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas, has an established cooperative purchasing agreement with the Texas Building and Procurement Commission that administers the CISV program and wishes to utilize an established catalog offered by the ATO Public Safety Corporation that meets all State of Texas bidding requirements for a false alarm software management program as follows: Description Unit Price Total Price 1 Each Cry Wolf False Alarm Software Management System $24,800.00 $24,800.00 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of the false alarm software management system from AOT Public Safety Corporation for a total cost not to exceed $24,800.00. Section 3. That the City Manager, or his designate, is authorized to take all steps necessary to consummate the purchase of said false alarm software management system.
