APPROVAL OF A CONTRACT TO RESTORE THE ROOF AT
THE MUNICIPAL CONVENTION CENTER
City Council to consider award of a contract to McClung Roofing, Inc. for the restoration
of the roof at the municipal convention center in the total amount of $69,917.00. A bid
tabulation is attached for review.

BACKGROUND:
This procurement will be made in accordance with Texas Local Government Code,
Chapter 252.021(a)(1) and 252.0415 (a)(b) that authorizes political subdivisions to solicit
bids electronically. This procedure allows vendors to submit multiple competitive bids
electronically in a sealed format until the bid closing date at which time all bids are
opened and available for viewing. The bid was posted on the City Internet Portal and
opened on April 9, 2004. The bid advertisement was posted in the Grapevine Sun on
March 11, 2004 and March 18, 2004.
The purpose of this bid is to establish a contract for the restoration of the roof at the
municipal convention center. Currently there are over 35 known leaks in the roof.
Without repair, these leaks will continue to cause roof and internal damage. Staff, along
with roofing professionals, reviewed the roof condition and concluded that the roof could
be restored instead of replaced and that restoration would save approximately $100,000
over replacement.
The bid was posted on the City Internet Web Site and bids were solicited in a sealed
format. 35 vendors viewed the bid. Six vendors responded and one vendor submitted a
no -bid response. The lowest bid was from McClung Roofing, Inc. at a total cost of
$69,917.00. Staff met with the low bid vendor and determined that all specifications
required by the bid were met.
Staff recommends approval of an award to McClung Roofing, Inc.
