Site Plan Review Committee to consider a public hearing relative to Conditional Use Request CU13 -25 addressed as 3501 Grapevine Mills Parkway, and consideration of same. B. Site Plan Review Committee to consider a public hearing relative to Conditional Use Request CU13 -26 addressed as 3510 North Grapevine Mills Boulevard, and consideration of same. C. Site Plan Review Committee to consider a public hearing relative to Conditional Use Request CU13 -9 addressed as 120 East Worth Street, and consideration of same. III. MINUTES A. SITE PLAN REVIEW COMMITTEE NOVEMBER 6, 2013 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on this the 6t" day of November 2013, in the Planning and Zoning Conference Room, 200 South Main Street, Second Floor, Grapevine, Texas with the following members present -to -wit: Larry Oliver Darlene Freed Chairman Member constituting a quorum with Scott Williams absent and the following City Staff: Ron Stombaugh Albert Triplett Jr. Susan Batte Development Services Asst. Director Planner Planning Technician Larry Oliver called the meeting to order at 3:33 p.m. NEW BUSINESS CONDITIONAL USE APPLICATION CU13 -25 — TIGER MART 78 First for the Committee to consider was conditional use application CU13 -25 submitted by Victron Group for property located at 3501 Grapevine Mills Parkway and platted as Lot 1, Block 1, Farhat Brothers West. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU00 -14 (Ord. 2000 -44) for a gasoline station /convenience store with the possession, storage, retail sales, and off - premise consumption of alcoholic beverages (beer and wine only) and a 23 -foot pole sign, specifically to allow interior remodeling, modifications to the exterior elevations and a 107 - square foot expansion to an existing convenience store. The applicant proposed a partial interior and minor exterior remodel to accommodate a new quick serve restaurant (Go Loco). Interior modifications included adding a kitchen, new restrooms, hallway and coffee bar. Exterior changes included the addition of a raised partially metal and brick clad architectural feature with signage and new stucco to complement the existing brick. The applicant also proposed a metal, 107 - square foot expansion to the south elevation to accommodate a walk -in cooler /freezer, the installation of which will require the removal of an existing tree from an existing planter island. A new tree will be installed in the planter island. 110613 SITE PLAN REVIEW COMMITTEE NOVEMBER 6, 2013 After a brief discussion, Darlene Freed moved to approve conditional use application CU1 3-25. Larry Oliver seconded the motion, which prevailed by the following vote: Ayes: Oliver and Freed Nays: None CONDITIONAL USE APPLICATION CU13-26 - LOTS 5AR1 AND 5AR2, BLOCK A, GRAPEVINE MILLS CROSSING Next for the Committee to consider was conditional use application CU13-26 submitted by Binkley & Barfield for property located at 3510 North Grapevine Mills Boulevard and platted as Lot 5A, Block A, Grapevine Mills Crossing. The applicant was requesting a conditonal use permit to amend the previously approved site plan of CU06-55 (Ord. 2007-06) for a planned commercial center and also allowed for two, 40-foot pole signs, specifically to allow the subdivision of Lot 5A into two lots proposed to be platted as Lots 5AR1 and 5AR2. This project was intended to be multi-phased with the first phase consisting of approximately 49,000 square feet of retail space. This first phase (the proposed Lot 5AR2) has been completed. With this request the applicant intends to subdivide the original Lot 5A into two lots (proposed Lots 5AR1 and 5AR2) for taxing purposes. No other changes are intended and both proposed newly created lots meet all zoning requirements. After a brief discussion regarding parking, Larry Oliver moved to approve conditional use application CU13-26. Darlene Freed seconded the motion, which prevailed by the following vote: Ayes: Oliver and Freed Nays: None CONSIDERATION OF MINUTES Next for the Committee to consider were the Site Plan Review Committee minutes of Aprfl--24, 2013.
