SUBJECT: APPROVAL OF A RESOLUTION FOR THE AWARD OF A
PROFESSIONAL SERVICES AGREEMENT FOR PROPERTY
INSURANCE APPRAISALS
RECOMMENDATION:
City Council to consider approval of a resolution for property insurance appraisals
through a professional services agreement with American Appraisal Associates, Inc. for
the Risk Department.
FUNDING SOURCE:
Funding for this purchase is currently available in account 100 - 44540 -109 -1
(Professional Services) for the amount not to exceed $39,000.00.
BACKGROUND:
Texas Local Government Code 252.022(a)(4) considers state - certified real estate
appraisers as a professional service therefore exempting the City from competitive bid
laws for this service.
Three national appraisal firms were evaluated, Gallagher Bassett, CBIZ Valuation Group
LLC, and American Appraisal Associates, Inc. After discussions with each and with their
clients /references, American Appraisal was best suited for this work.
American Appraisal Associates, Inc. credentials include being recognized as the leader
of independent third party insurance valuation firms in the nation, especially as it relates
to the public sector. Their insurance practice has significant experience in serving small
and large clients with high risks /exposures, complex occupancies and multiple locations.
Some of the clients most recently served include Tarrant County, City of Richardson,
City of San Antonio and Swisher County.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE
AMERICAN APPRAISAL ASSOCIATES, INC. A
PROFESSIONAL SERVICE PROVIDER FOR PROPERTY
INSURANCE APPRAISALS FOR THE RISK DEPARTMENT
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a)(4) to consider state - certified real estate appraisers as
a professional service therefore exempting the City from competitive bid laws; and
WHEREAS, American Appraisal Associates, Inc. is a professional service provider
of real estate appraisal services; and
WHEREAS, the City of Grapevine Risk Department has a need for current property
insurance appraisals for various City facilities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager or his designee is authorized to take all steps
necessary to consummate the agreement for said services in the amount of $39,000.00.
Section 3. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 5th day of November, 2013.
