HomeMy WebLinkAboutItem 13 - Air Conditioner UnitsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER 12' MEETING DATE: AUGUST 16, 2016 SUBJECT: APPROVAL OF A RESOLUTION FOR THE EMERGENCY PURCHASE OF AIR CONDITIONER UNITS RECOMMENDATION: City Council to consider adopting a resolution authorizing and ratifying the emergency purchase of air conditioner units for the Palace Arts Center from Coventry & Gattis. FUNDING SOURCE: Funding for this purchase is currently available in 115-43350-351-01 (Machinery and Equipment) for an amount not to exceed $21,636.00. This purchase is for two Carrier package rooftop air conditioners with gas heat. The current units are 15 years old and are not working. The current units use the R22 Freon which is being phased out, in addition, the heat exchangers are at the endof life. The recommendation from Facilities is to replace these units with two new, more energy efficient 12.5 ton Carrier units. Informal quotes were taken and an emergency purchase order was issued to Coventry & Gattis for the replacement of the two air conditioner units on Monday, August 8. Three quotes were submitted as noted below. Coventry & Gattis submitted the lowest quote meeting specifications. Coventry & Gattis $21,636.00 Levy & Son $24,880.00 Brandt $29,689.00 CVB Executive Director recommends approval. SJ/BS RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGERS' DESIGNEE TO APPROVE AND RATIFY THE EMERGENCY PURCHASE OF AIR CONDITIONER UNITS THAT WAS PROCURED ON AUGUST 8, 2016 AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 252.022 (a) (1) to preserve property for public use; and WHEREAS, two air conditioner units failed at the Palace Arts Center and needed to be replaced immediately; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes and ratifies the August 8, 2016 emergency purchase of two air conditioner units from Coventry and Gattis in the amount of $21,636.00. Section 3. That the City Manager or his designee is authorized to take all steps necessary to consummate and ratify the emergency purchase of said air conditioner units. Section 4. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 16th day of August, 2016. William D.
