Tate Presiding Officer Ted R. Ware Board Member Sharron Spencer Board Member Clydene Johnson Board Member Roy Stewart Board Member Darlene Freed Board Member constituting a quorum, with Board Membe� C. Shane Wilbanks absent, with the following members of the City Staff: Bruno Rumbelow City Manager Jennifer Hibbs Assistant City Manager John F. Boyle, Jr. City Attorney Kristy Orr Assistant City Attorney Linda Huff City Secretary CALL TO ORDER Presiding Officer Tate called the meeting tio order at 9:22 p.m. ITEM 1. RESOLUTION, ORDERING F�N ELECTION CREATING A CRIME CONTROL AND PREVENTION DISTRI�T City Manager Bruno Rumbelow requested�approval of a resolution ordering an election of the qualified voters of the City of Grapeuine to be held on November 7, 2006 for the purpose of creating the City of Grapevir�e Crime Control and Prevention District and approving the adoption of a one-half of one'percent sales and use tax to support the Crime Reduction Programs of the District. Shoul� the voters approve the tax, co�lections should start in Grapevine on April 1, 2007. Ann�ual receipts are estimated to be in excess of $9,000,000 per year. He noted that Unifor�n Operations, Technical Services and Criminal Investigations would be funded by the Crim� Control District with Administration and Animal Control Divisions remaining in the General Fund. City Manager Rumbelow stated the proppsed two-year Crime Control and Prevention District Plan and Budget had been approv�d earlier in the evening by both the Temporary Crime Control and Prevention District Boar� Members and the Grapevine City Council. The two-year Financial Plan contains several increased service level enhancement projects: Crimes Against Children/Internet Predator Unit is proposed as an educational program at 08/15/06 � a cost of $19,000.00; Neighborhood Police Officer Program is proposed at a cost of $157,467.00; Administration Video System at a cost of $4,000.00; Automatic Vehicle Locator System at a cost of$100,000.00; Mobile Video System for Motorcycles at a cost of$70,000.00; Krimesite Imager System at a cost of$20,000.00; Upgrade of AVID System at a cost of $40,000.00; and enclosing the server rooms outside of dispatch at a cost of $15,000.00. Board Member Spencer, seconded by Board Member Freed, offered a motion to adopt the resolution ordering an election to be held on November 7, 2006 for the purpose of creating . the City of Grapevine Crime Control and Prevention District. The motion prevailed by the following vote: Ayes: Tate, Ware, Spencer, Johnson, Stewart & Freed Nays: None . Absent: Wilbanks RESOLUTION NO. CCPD 2006-03 . A RESOLUTION OF THE TEMPORARY BOARD OF DIRECTORS OF THE CITY OF GRAPEVINE CRIME CONTROL AND PREVENTION DISTRICT ORDERING AN ELECTION OF THE QUALIFIED VOTERS OF THE CITY OF GRAPEVINE TO BE HELD ON NOVEMBER 7, 2006, FOR THE PURPOSE OF CREATING THE CITY OF GRAPEVINE CRIME CONTROL AND PREVENTION DISTRICT AND APPROVING THE ADOPTION OF A ONE-HALF OF ONE PERCENT SALES AND USE TAX TO SUPPORT THE CRIME REDUCTION PROGRAMS OF THE DISTRICT. ADJOURNMENT Board Member Johnson, seconded by Board Member Freed, offered a motion to adjourn the meeting at 9:24.m.
