CALL TO ORDER
PUBLIC HEARING
1. Conduct a public hearing relative to Fiscal Year 2009 Crime Control and Prevention
District Budget and take any necessary action.
2. Consider the minutes of the June 3, 2008 meeting and take any necessary action.

The Crime Control and Prevention District Board of the City of Grapevine, Texas met on
this the 2nd day of September, 2008 at 7:25 p.m. in the City Council Chambers, Second
Floor, 200 South Main Street, with the following Board members present to-wit:
C. Shane Wilbanks Board Member
Sharron Spencer Board Member
Roy Stewart Board Member
Darlene Freed Board Member
Mike Lease Board Member
Chris Coy Board Member
constituting a quorum, with Presiding Officer William D. Tate absent, with the following
members of the City Staff:
Bruno Rumbelow City Manager
Jennifer Hibbs Assistant City Manager
H. T. Hardy Assistant City Manager
John F. Boyle, Jr. City Attorney
Linda Huff City Secretary
CALL TO ORDER
Board Member Wilbanks called the meeting to order at 7:25 p.m.
ITEM 1. PUBLIC HEARING, CRIME CONTROL AND PREVENTION DISTRICT
FISCAL YEAR 2008-2009 BUDGET
Board Member Wilbanks declared the public hearing open.
City Manager Bruno Rumbelow reviewed the Crime Control and Prevention District Fiscal
Year 2(�i�8-?(�09 Budget noting that total revenues are projected to be$11,766,016.00 with
�::,`cG':�xpen:�it�res projected to be$12,271,735.00. Expenditures are projected asfollows:
Jnifor.m Ope�af:�ns $7,519,262.00; Criminal Investigations $2,435,276.00 and Technical
Se�vicF�s�2,3?7;197.00. The deficit of$505,719.00 will be taken from the 2007-08 ending
fun� balance re�ulting in a $553,700 fund balance for FY09.
Board Mem�E:�Wilbanks invited guests present to speak regarding the proposed budget.

Board Member Freed, seconded by Board Member Lease, offered a motion to close the
public hearing. The motion prevailed by the following vote:

Ayes: Wilbanks, Spencer, Stewart, Freed, Lease & Coy
Nays: None
Absent: Tate
Board Member Wilbanks stated that final action on the budget will be taken at a special
meeting on September 16, 2008.
ITEM 2. CONSIDERATION OF MINUTES
City Secretary Huff recommended approval of the minutes of the June 3, 2008 Crime
Control and Prevention District Board as published.
Board Member Stewart, seconded by Board Member Spencer,offered a motion to approve
the minutes as published. The motion prevailed by the following vote:
Ayes: Wilbanks, Spencer, Stewart, Freed & Lease
Nays: None
Abstain: Coy
Absent: Tate
ADJOURNMENT
Board Member Freed, seconded by Board Member Lease, offered a motion to adjourn the �'
meeting at 7:28 p.m. The motion prevailed by the following vote:
Ayes: Wilbanks, Spencer, Stewart, Freed, Lease & Coy
Nays: None
Absent: Tate
