SUBJECT: 2002 POPULATION ESTIMATE
RECOMMENDATION:
Staff recommends that the City Council adopt a resolution setting the population at 45,524
as of December 31, 2002.
BACKGROUND:
The estimated population as of December 31, 2001 was 44,390. Between the end of 2001
and December 31, 2002, an additional 145 single-family construction permits and 4 single-
family demolition permits were issued. An additional 372 multi -family units were permitted
in this time. Two mobile homes were also removed from lots. A single-family household
ratio of 2.94 persons per unit and a 99.5% occupancy ratio were applied to the net single-
family unit gain. A multi -family household ratio of 2.15 persons per unit and a 90.8%
occupancy ratio were applied to the multi -family unit gain. These ratios and percentages
were derived from the 2000 Census information. These calculations yielded a population
gain of 412 persons for single-family, 726 persons for multi -family and a loss of four
persons for the two mobile home units for a total population of 45,524 on December 31,
2002.
As the attached chart indicates, Grapevine's population has grown rapidly since 1970. The
steady growth experienced in the past 30 years is limited only by the availability of
residential land.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING OFFICIAL THE FINDING
AND DETERMINATION AS TO THE POPULATION AND
NUMBER OF INHABITANTS OF AND WITHIN THE CITY OF
GRAPEVINE, TEXAS, AS OF DECEMBER 31, 2002 AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council of Grapevine, Texas, has found and determined that
it will be for the benefit of said City to have a revised estimate of the population and
number of inhabitants, and that the City make an official finding thereof; and
WHEREAS, the City Council has directed that an unofficial census of the
population of the City of Grapevine be taken; and
WHEREAS, based upon the 2000 Census Report, City building records, and the
investigation and review of the City's growth by the Development Services Department, it
has been found and determined that the City of Grapevine, Texas, as of December 31,
2002 actually has within its limits a population of 45,524.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That the City Council has officially found and determined, and does
now find and determine, that the population of the City of Grapevine, Texas, as of the
31 st day of December 2002, is 45,524.
Section 2. That the City Secretary is hereby directed to forward a copy of this
resolution to the Texas Highway Department so that they may change the population
signs on the roads and highways entering and leaving the City of Grapevine, Texas.
Section 3. That this resolution shall become effective from and after the date of
its final passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 21 st day of January, 2003.
