HomeMy WebLinkAboutItem 08 - Digital Recording SystemITEM : _,,.9„� MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: MARCH 18, 2003 SUBJECT: APPROVAL OF A RESOLUTION AUTHORIZING THE PURCHASE OF A DIGITAL RECORDING SYSTEM THROUGH THE STATE OF TEXAS QUALIFIED INFORMATION SYSTEMS VENDOR PROGRAM RECOMMENDATION: City Council to consider a resolution authorizing the purchase of a digital recording system from Dictaphone Corporation in the amount of $30,352.00. FUNDING SOURCE: 325-48860-000-000-6 Lease Fund/Purchases/Appara & Tools -Equip Note '03.......$37,000.00 BACKGROUND: This purchase will be made under the State of Texas Qualified Information Systems Vendor Catalog Program as authorized by Texas Government Code, Title 10, Subtitle D, Chapter 2157. In accordance with the above referenced Texas Government Code quotations were requested from three qualified information systems vendors with three QISV vendors responding. Dictaphone Corporation provided the lowest and most responsive proposal that met or exceeded the required specifications. The bid tabulation is attached for review. The recording system will be used by the Police Technical Services Division in situations that require recording of emergency and other response needs of the department. City Council approved this equipment as a budgeted item to be purchased during this fiscal year. Three vendors submitted quotations. Each of the three also submitted alternate proposals. The two lowest proposals (DFW Communications -Quote 2 and Dictaphone Corporation Quote 2) should be disqualified for failure to meet the required specifications. DFW Communications quote 2 did not contain a browser replay, hard drive, RAID 5 hard drive, ANI/ALI software and dual power supplies. Dictaphone quote 2 did not contain the dual hot-swappable power supplies. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING PARTICIPATION IN THE PURCHASING PROGRAMS OF THE STATE PURCHASING AND GENERAL SERVICES COMMISSION FOR CERTAIN ITEMS; AUTHORIZING THE CITY MANAGER TO EXECUTE SAID CONTRACTS AND DOCUMENTS; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas, pursuant to the authority granted by Texas Government Code, Title 10, Subtitle D, Chapter 2157, desires to participate in the described purchasing programs of the State Purchasing and General Services Commission; and WHEREAS, the City of Grapevine, Texas is of the opinion that participation in these programs will be highly beneficial to the taxpayers of this City through the anticipated savings to be realized. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the City of Grapevine, Texas, does request the State Purchasing and General Services Commission under the Qualified Information Systems Vendor Program to include its stated need for: Quantity Description 1 Each Digital Recorder System on the commission's Qualified Information Systems Vendor Program, whereby the City of Grapevine may be allowed to purchase these items through the QISV program. Section 2. That the City Council of the City of Grapevine authorizes the purchase of the equipment as described in Section 1 for a total cost not to exceed $30,352.00 Section 3. That Dictaphone Corporation is authorized as a qualified vendor under the QISV program and has provided the City of Grapevine, Texas with approved catalog pricing for the items listed above. Section 4. That the City Manager or his designee, is authorized and directed to sign and deliver all necessary requests and other documents in connection therewith for and on behalf of the City of Grapevine. Section 5. That this resolution shall take effect from and after the date of its passage.
