This award will be for a total amount of $141,200.00. The bid tabulation is attached for review. FUNDING SOURCE: The traffic signal system vendor contract is part of the Citywide Traffic Signal Improvements project and is funded in large part by a Congestion Mitigation and Air Quality (CMAQ) federal grant. The system vendor contract involves the traffic signal hardware and software components. The system software allows Staff to monitor and control all the traffic signals from a remote location. This system will allow the staff to better monitor and control the flow of traffic in Grapevine. The traffic signal hardware is related to the traffic signal controller at each traffic signal. Since controllers need to be compatible with the system software, they must be supplied by the same vendor. Request for proposals for this procurement were sent to five prospective vendors in accordance with Local Government Code Section 252.021 (c). Notice of the bid was published in the Fort Worth Star Telegram and the Grapevine Sun on January 23, 2003 and January 30, 2003. Because of the highly technical equipment used and the importance of procuring a reliable system, a request for proposal format was used to solicit pricing. Two proposals were received from the five prospective vendors. As required under the proposal format a set of criteria that specified the relative importance of certain evaluation factors was set forth in the proposal specifications and used to evaluate each proposal. Through this evaluation process as shown in attachment "A" it was determined that Naztec, Inc. submitted the proposal that best met all of the evaluation criteria. During the evaluation process it was determined that although Siemens rated higher in the cost of their proposal, they rated lower in quality and reliability of customer service, in the experience that previous clients had with their system, and in the qualifications of the project manager & key personnel to be used on the project. Naztec rated highest overall of the criteria set out in the proposal. This evaluation process is allowed under Local Government Code, Section 252.042 (c). In addition, staff held discussions and negotiated with Naztec, Inc. in order to obtain their best and final offer. The final offer was $141,200.00. Staff recommends approval of an award to Naztec, Inc. CD March 26, 2003 (3:44PM) ATTACHMENT "A" Ranking Criteria NazTec Siemens- Comments ITS(Eagle) Quality and Reliability 20 10 Staff has considerable experience of Customer Service with both vendors since we have used both Eagle and Naztec controllers at several signals in the City. Siemens uses a local distributor to service their system and controllers while Naztec uses their own personnel. Our experience has shown that Naztec service personnel are extremely knowledgeable and provide service in a timely manner. Siemens customer service has been below average. Their distributor's personnel are not as knowledgeable and their service has not been timely. Features and 20 20 Both the controller and central Capabilities of system are feature rich, user-friendly system and have a multitude of capabilities. Cost 15 20 Naztec's bid price for the system and controllers is $141,200. Seimens bid price for a similar system and controllers is $132,750 (some items were estimated). However, Naztec's bid price is their final and best offer. Siemens' best offer may have been slightly lower than their bid price. See table below on cost breakdown. System supplier's 10 10 Both Naztec and Siemens have experience, implemented several complex background and systems in many parts of the country qualifications and they are both equally experienced. ATTACHMENT "A" (continued) March 25, 2003 (3:17PM) Experience of 10 5 Naztec provides direct support to previous clients with clients and received extremely good system and system ratings from the list of references supplier that Naztec provided. Siemens -ITS uses local distributors to provide service. Two of the references provided by Siemens rated them as good. However, most of the customer service they received was from their local distributor which is not relevant to Grapevine. The third reference (City of Grand Priarie) gave Siemens -ITS and their local distributor a poor rating. Qualifications of the 10 Staff has worked with both Siemens project manager & local distributor and with Naztec key personnel to be personnel in the past and believes used on the project that Naztec field personnel are better qualified. However, Siemens has indicated that they will not use the distributor for installation and training if the City so desires.
