A copy of the original bid tabulation is attached. FUNDING SOURCE: 100-42220-210-3 General Fund/Fire Operations/Clothing Supplies........ $37,000.00 BACKGROUND: This purchase will be made as a sole source purchase under the State of Texas Local Government Code Chapter 252, Section 252.022 (7) (D). This contract is for the purchase of Fire Protective Clothing on an as needed basis by the Fire Department. This contract was first approved by Council on April 6, 1999 and subsequently awarded to Casco Industries, Inc. as the lowest bid that met the required specifications. Two lower bids were rejected for not meeting the specifications and listing several exceptions to the bid that reduced the quality of the protective clothing. On April 2, 2002 the contract was extended by Council for an additional three years and Casco was declared as the only source available to supply Globe Manufacturing fire protective clothing. Casco Industries is the only Texas distributor authorized by Globe for this commodity. Globe Manufacturing is the leading manufacture of Fire Protective Clothing and there are few competitive vendors within the protective clothing field that provide the same type of protection as Globe. Since different parts of the Globe suit are designed specifically to fit together, other brand units would not be compatible with the Globe suit, which means an award to a vendor other than Globe would render current inventories unusable. Texas Local Government Code 252.022 (a) (7) (D) allows an exemption to the bidding procedures for "captive replacement parts or components for equipment." April 29, 2003 (4:48PM) Casco has agreed to extend the contract for an additional year. This would be the first %o renewal of the extended contract. To avoid obsolete inventories, Staff recommends renewing the contract with Casco and declaring this vendor as the only available source for Globe fire protective suits.
