HomeMy WebLinkAboutItem 10 - Senior Citizens Advisory Board} MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER '�� 41 R'iJ MEETING DATE: JUNE 17, 2003 SUBJECT: RESOLUTION EXPANDING SENIOR CITIZENS ADVISORY BOARD MEMBERSHIP AND APPOINTMENT OF NEW MEMBER RECOMMENDATION Consider a resolution amending Resolution No. 2000-39 that established the Senior Citizens Advisory Board by adding one citizen member and consider the appointment of Ms. Tena Burrell to the new position on the Advisory Board for a two year term. BACKGROUND The Senior Citizens Advisory Board presently has seven members with three members representing GRACE, the Housing Authority and the Senior Activities Center, respectively. The Council sub -committee responsible for this portion of the citizen appointment process would like to increase the membership of the Board from four to five citizens. Mayor Pro Tem Ted Ware, City Council liaison to the Board, recommends the appointment of Ms. Tena Burrell to the new position for a two year term. /Ih June 11, 2003 8:54AM RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING RESOLUTION NO. 2000-39 THAT ESTABLISHED THE SENIOR CITIZENS ADVISORY BOARD BY ALTERING THE MEMBERSHIP OF SAID BOARD AND PROVIDING AN EFFECTIVE DATE WHEREAS, it is the considered belief and opinion of the Grapevine City Council that certain aspects of City Government functions in a manner that best serves the needs of the community when interested citizens participate and assist in the formulation of policies; and WHEREAS, the Grapevine City Council wishes to alter the membership of said Board to increase the membership from four to five citizen members. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are found to be true and correct and are hereby incorporated herein as if copied in their entirety. Section 2. That Section 3.a of Resolution No. 2000-39, approved and adopted by the City Council on July 31, 2000, is hereby amended to read as follows: "a. The Board shall consist of eight members, five of whom will be appointed by the City Council as regular members and three ex - officio members representing the Senior Activities Center Advisory Council, Grapevine Housing Authority, and GRACE Board of Directors. All regular members must be residents of Grapevine. All eight members shall be voting members." Section 3. That this resolution shall be effective from and after the date of its passage. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AMENDING THE RESOLUTIONS RELATIVE TO THE GRAPEVINE HERITAGE FOUNDATION (THE FOUNDATION); EXPANDING THE MEMBERSHIP OF SAID BOARD AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Grapevine Heritage Foundation (the Foundation) was authorized for creation and operation pursuant to City Council Resolution No. 90-17 approved June 5, 1990; and WHEREAS, the City Council approved Resolutions No. 92-35, No. 95-15 and No. 98-30 altering the membership of the Foundation Advisory Board; and WHEREAS, the City Council deems it necessary to expand the membership and fund-raising capabilities of the Grapevine Heritage Foundation Advisory Board with the stipulation that two additional positions be reserved for the Foundation's business members regardless of whether or not they are Grapevine residents NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are found to be true and correct and are incorporated herein as if copied in their entirety. Section 2. That Section 4.a, 4.c and 4.f of Resolution No. 90-17, as amended by Resolutions No. 92-35, No. 95-15 and No. 98-30, is hereby amended to read as follows: "Section 4. The Grapevine Heritage Foundation shall be governed by the following criteria: a. The Advisory Board shall consist of thirteen (13) members, one of whom shall be the Executive Director of the Convention and Visitors Bureau (Executive Director) and two (2) who shall represent area businesses regardless of residency." C. All thirteen (13) members shall be appointed by the City Council for two (2) year terms. The Executive Director's initial appointment shall be effective as of May 20, 1998 and the initial two (2) year term for the Executive Director shall commence June 2, 1998. All other twelve (12) members shall continue for the term previously appointed to, ten (10) shall be residents of the City of Grapevine and two (2) shall be area business owners, regardless of residency, and shall serve at the will of the City Council. f. Seven (7) members of the board shall constitute a quorum. The board shall act on a vote of a majority of those present." Section 3.
