SUBJECT: 28TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM (CDBG) — CONTRACT APPROVAL
RECOMMENDATION:
City Council consider adopting a Resolution which includes provisions for:
• approving the Base Bid of $79,912.50 from Ragan Excavation for the Tarrant County
28`h year Community Development Block Grant (CDBG) Program Waterline Project,
• approving City of Grapevine funding participation in the amount of $ 10,000.00,
• authorizing staff to forward the resolution of approval to Tarrant County officials, and
take any necessary action.

This project consists of the reconstruction of the Wall Street eight inch water line between
Jenkins and Dooley Streets. The project location falls within CDBG Target Area # 1
bounded by Northwest Highway, Dooley Street, Dallas Road and Main Street.
These improvements will upgrade the area by providing an improved water system to the
residents in the area. The current water line is over 50 -years old.

The low bidder, Ragan Excavation, has been determined to be qualified to construct this
type of project.
The contract schedule for this project establishes a construction time of 60 days.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING FUNDING PARTICIPATION
WITH TARRANT COUNTY FOR THE 28th YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT PROJECT TO RECONSTRUCT
THE WALL STREET EIGHT INCH WATER LINE BETWEEN JENKINS
AND DOOLEY STREETS WITHIN THE CITY OF GRAPEVINE;
TEXAS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, in the City Council Meeting of February 5, 2002, the City Council of
the City of Grapevine approved the 28th Year Community Development Block Grant
(CDBG) Project to reconstruct the Wall Street eight inch water line between Jenkins
Street and Dooley Street; and
WHEREAS, the low bid for the construction project totals $ 79,912.50, and
WHEREAS, CDBG funds available for this project total $ 76,115.00, and
WHEREAS, award of the construction contract in an amount of $79,912.50
requires City funding participation in an amount of $ 10,000.00, and
WHEREAS, City funding in an amount of $ 10,000.00 will establish a current
budget contingency for the project totaling $ 6,202.50, and
WHEREAS, the City funds will be utilized for project costs in excess of the CDBG
funds available for the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble of this resolution are true
and correct and are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine approves City
funding participation in the 28th Year CDBG Program Wall Street eight inch water line
reconstruction project in the amount of $10,000.00.
Section 3. That the City Council of the City of Grapevine approves the Base
Bid of $79,912.50 for Tarrant County's contract with Ragan Excavation for the
reconstruction of the Wall Street eight inch water line, between Jenkins Street and
Dooley Street, under the 28th Year CDBG Program.
Section 4. That this resolution shall become effective from and after the date
of its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 17th day of June, 2003.
