Tate Ted R. Ware Sharron Spencer C. Shane Wilbanks Clydene Johnson Roy Stewart Darlene Freed Mayor Mayor Pro Tem Council Member Council Member Council Member Council Member Council Member constituting a quorum, with the following members of the City Staff: Roger Nelson City Manager Bruno Rumbelow Assistant City Manager John F. Boyle, Jr. City Attorney Linda Huff City Secretary CALL TO ORDER Mayor Tate called the meeting to order at 7:34 p.m. INVOCATION Mayor Pro Tem Ware delivered the Invocation. ITEM 1. EMPLOYEE RECOGNITION Mayor Tate recognized Community Activities Center Secretary, Ms. Geri Foster, for her effort to support our troops overseas during the war with Iraq. She initiated the community wide campaign that collected supplies for shipment to the troops. Ms. Foster exemplifies the caring spirit of our City employees. ITEM 2. BOARD AND COMMISSION CITIZEN APPOINTMENTS Each year at this time, the City Council reviews and considers citizen appointments to the various boards/commissions. Notifications of vacancies on the boards/commissions were published in the Fort Worth Star Telegram, Dallas Morning News, and The Grapevine Sun. Applications and attendance records for 2002-2003 were compiled and distributed to the City Council and Staff. Mayor Tate asked if there was any member of the audience or the City Council who wished to remove an item from the consent agenda for full discussion. Staff removed Item 4 Award Contract, Dove Loop Construction Project Item 3 Ordinance Amend Appendix B Subdivisions Public Works Director recommended approval of an ordinance amending the Grapevine Code of Ordinances, Appendix B, Subdivisions, Section 2.C(7) to correct a typographical error relative to replat fees for development. Motion by Council Member Johnson, seconded by Council Member Wilbanks, to approve as recommended prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None ORDINANCE NO. 2003-35 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AMENDING THE GRAPEVINE CODE OF ORDINANCES, APPENDIX "B", SUBDIVISIONS RELATIVE TO FEES IMPOSED UPON DEVELOPMENT AND SUBDIVISION ACTIVITIES; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE ITEM 4. AWARD CONTRACT DOVE LOOP CONSTRUCTION PROJECT This item was removed from the consent agenda and considered after Item 8. Public Works Director recommended award of the Dove Loop Construction Contract to Orval Hall Excavating Company in the amount of $6,193,436.77 and authorization for Staff to execute said contract. Motion by Council Member Freed, seconded by Council Member Johnson, to approve as recommended prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None Item 5 Award Contract Dove Loop Construction Proiect Geo -technical Services Public Works Director recommended award of the Dove Loop Construction Project Geo- technical Services Contract to CMJ Engineering, Inc. in the amount not to exceed $156,017.40 and authorization for Staff to execute said contract. Motion by Council Member Johnson, seconded by Council Member Wilbanks, to approve as recommended prevailed by the following vote: N 06/03/03 Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None Item 6. Award Bid 155-2003 Curb and Gutter Construction Services Annual Contract Public Works Director recommended award of Bid 155-2003 Curb and Gutter Construction Services Annual Contract to Green Scaping as primary vendor, REC General Contractors as secondary vendor, North Texas Coring as third vendor and Manning Concrete as fourth vendor. Motion by Council Member Johnson, seconded by Council Member Wilbanks, to approve as recommended prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None Item 7. Resolution, Sole Source, Interspec Irrigation Controllers Parks & Recreation Director recommended approval of a resolution declaring Interspec as a sole source provider for central irrigation controllers and parts and to authorize purchase of said items as needed. j Motion by Council Member Johnson, seconded by Council Member Wilbanks, to approve as recommended prevailed by the following vote: Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed Nays: None RESOLUTION NO. 2003-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN FACTS RELATIVE TO THE PURCHASE OF IRRIGATION CONTROLLERS AND PARTS; DETERMINING THAT THE CONTROLLER AND PARTS ARE AVAILABLE FROM ONLY ONE SOURCE; AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE SAID CONTRACTS AND DOCUMENTS AND PROVIDING AN EFFECTIVE DATE Item 8. Consideration of Minutes City Secretary recommended approval of the minutes of the June 3, 2003 City Council meetings as published.
