ORDINANCE REVISING THE NO-TRESSPASS SECURITY
PLAN AT GRAPEVINE LAKE DAM
City Council to consider an ordinance revising the 'no -trespassing' security plan at the
Grapevine Lake Dam during national security alerts.
FUNDING SOURCE:
No funds are required.
BACKGROUND:
In April, Council approved a security plan for the dam area. It included the posting of 'no
trespassing' signs along the dam and the outflow of the dam. This plan and the
ordinance were put together at the request of and in consultation with the Corps of
Engineers. The 'no trespassing' signage was established as a permanent restriction.
This security based change affected the kayakers that use the outflow as well as some
fishermen. The recent rains have resulted in more water being released from the dam
and created prime conditions for the kayaking community to use the stream. However,
since they are restricted from the site, they are extremely upset.
The Corps has informed the kayakers that they now support public access to the area
below the dam during times when the national security alert level is at blue, green or
yellow. When the security alert level is at orange and red, they want the area restricted.
The City has received a letter from the Corps absolving us of any responsibility for
allowing people to access the dam when the threat levels are at yellow and below
(attached). After passage of the revised ordinance, Staff will change the security plan to
match what the Corps is now willing to support.
Staff recommends approval.
