HomeMy WebLinkAboutItem 08 - Opryland HotelITEM I , �.r MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: JULY 15, 2003 SUBJECT: MUNICIPAL CONSENT ORDINANCE — OPRYLAND HOTEL RECOMMENDATION: City Council consider adopting an ordinance granting Opryland Hotel a license to operate a private telecommunications system within City street right-of-way, and take any necessary action. BACKGROUND: Opryland Hotel is planning to install and operate a private telecommunications system in Gaylord Trail, Ruth Wall Road and other public easements on the hotel and convention center site. This network will provide the hotel site, the entrance properties at SH 26 and Gaylord Trail and the employee parking and delivery staging area on Ruth Wall Road with a private communications and security system. Provisions for this system were installed with the construction of Gaylord Trail and with Ruth Wall Road. The City's Right -of -Way Management Ordinance requires that anyone that owns facilities in our rights-of-way or public easements must be a Certificated Telecommunications Provider (CTP), or acquire a Municipal Consent (Municipal Authorization). Opryland Hotel will own, operate and maintain fiber optics and conduits, for their private communication and security use. They will not provide services to other entities and do not qualify as a Certified Telecommunications Provider, therefore, a Municipal Consent is necessary. Staff recommends approval.
