The Mustang tower was constructed in the late 1970s and has not been repainted or received any structural maintenance since that time. The coating system for both the interior and exterior is beginning to fail. Additional structural modifications to bring the tower up to current OSHA requirements is needed. The Barton tower was constructed in the 1950s and received an exterior paint treatment in 1989. The coating system is beginning to fail and is in need of repainting. Deltatek Engineering is a specialized firm that provides services specific to water tank renovation and structural maintenance. They have provided services to the City on a number of occasions for water tank related rehabilitation and performed in an exemplary manner. Their service will include design and inspection to ensure a quality product. This facility is located on Highway 26 in Grapevine, Texas. Part 1.0 - Renovation Documents 1.01 Deltatek Engineering shall prepare renovation contract documents in accordance with the onsite observation and evaluation of the referenced storage facility. The scope of work for Part 1.0, Design Phase, includes plans and specifications to perform improvements required to upgrade this facility to the latest requirements of TCEQ, OSHA, and ANSI. In addition, the interior/exterior of this facility will be repainted in accordance with the recommendation of AWWA for Potable Water Storage Facilities. 1.02 Modifications for Structural Deficiencies: A. Prepare plans and specifications to include the repair or replacement of the existing interior platform to comply with the requirements of OSHA and enhance the " current access to the tank interior via center riser. The platform floor shall be constructed of 1/4 -inch galvanized checkered plate with drain holes to prevent accumulation of condensate water. The proposed platform shall be equipped with OSHA -approved handrails and kick plate. B. All undercut weld seams and rough welds shall be repaired and ground smooth to provide a paintable surface. The insufficient welds and structurally inadequate welds shall be upgraded to withstand the required loading and enhance the structural integrity of each member. This section shall include all lap welds, butt welds, brackets, gusset plates, base plates, and connections. C. Perform necessary structural analyses to determine the structural integrity of interior hoop tension stiffener ring, middle ring rafter, and inner ring rafter. These members shall be replaced, if required, to withstand current loading conditions. In addition, the structural integrity of the exiting spider rods shall be evaluated for structural stability of tank bowl. 1.03 Modifications for ANSI/OSHA and other Safetv Issues: A. Access camalk shall be provided from the existing catwalk to access the proposed drain valve. The interior platform shall be replaced with OSHA -approved handrails and toe plates. The interior ladder shall be replaced with a 16 -inch wide ladder to meet OSHA requirements. The ladders shall be equipped with anti -fall devices. The ladder in fluted columns shall be equipped with an antifall device. Page 2 B. Relocate or remove conduit and obstructions adjacent to the ladder for safe operator climbing. C. Modify or replace the existing ladder platform to meet the OSHA, requirements to include railing with minimum height of 42 inches. D. The interior head clearance for the access tube ladder shall be modified to meet a 30 -inch minimum requirement. E. Replace the existing roof hatch with a 36 -inch hatch, 4 -inch freeboard, padlock hasp, and 2 -inch lid turndown to meet TCEQ requirements. Install additional 36 - inch roof hatch and upgrade the existing roof gravity vent with a 30 -inch diameter vent equipped with #16 mesh stainless steel insect screen. The new vent shall also be equipped with a rain -hat and shall be non -clog vandal resistant. F. The interior bowl ladder shall be replaced with a stainless steel ladder and antifall device. G. The riser safety grate shall be replaced with a steel fabricated grate or cast iron grate equipped with hinge and lift handle on the riser inlet/outlet. 1.04 Modifications for AWWA/TCEO, Sanitary, and Operational Deficiencies: A. The roof gravity vent shall be enlarged and shall be clog resistant. B. The roof vents shall be equipped with stainless steel 16 mesh insect screen and shall be shielded from wind -propelled dust and particulate matter. C. A new 8 -inch drain from the tank belly will be connected to the existing overflow pipe. An 8 -inch gate valve will be provided to drain the tank into the existing overflow system. The existing drain will be abandoned due to cross -connection. D. The existing overflow flap valve will be adjusted to comply with AWNVA for two pipe diameter distance between overflow flow line and splash pad. E. Roof hatch shall be enlarged to a 36 -inch clear opening with spring-loaded lockable lid for ease of operation. An additional roof hatch shall be installed for safety. F. Roof portholes for cathodic protection shall be sealed using 1J4 -inch gasketed plates. 1.05 Modifications for other Deficiencies: A. Evaluate foundation to determine necessity of rehabilitation. B. All loose grout between foundation and base plates shall be removed and replaced. C. Evaluate the adequacy of current site drainage and provide grading plans to grade the site. Upon completion of site grading, install grass sod in disturbed areas. D. Determine if the existing aircraft obstruction lights are required by FAA and upgrade the existing system. Page 3 E. All unnecessary conduit, wiring, and enclosures shall be removed. F. Install protective covers on the existing inlet/outlet pipes. 1.06 Protective Coating_ System: Deltatek Engineering shall provide abatement documents for removal of lead-based coatings in accordance with regulatory agencies. These documents shall include interior/exterior surface preparation and repainting of all steel surfaces. In accordance with TCEQ requirements, a full containment shroud will be required to prevent abrasive blast media in surrounding areas. A dust collector will be required to collect all dust from tank interior/exterior into a filter system. The filter will be handled as hazardous waste material and will be disposed of properly with a manifest of disposal site. The tank interior will be prepared in accordance with SSPC SP10 Near White Blast and will receive hydro -zinc primer and be top -coated with an NSF -approved epoxy. All spaces between rafters and roofplates will be seam sealed to prevent rust bleed -through after coating application. 1.07 Estimate of Probable Cost of Construction: After completing final plans and specifications, Deltatek will provide an opinion of probable cost for the project in accordance with final documents. 1.08 Advertising Documents At the conclusion of the design, Deltatek will provide the City twenty (20) bound sets of advertising documents (drawings and specifications) for distribution to prospective bidders. Deltatek Engineering will also distribute Renovation Documents as requested by prospective bidders and maintain an up-to-date plan holders list. A notice to bidders will be issued to advertising agencies such as Dodge Report and Construction Market Data (CMD). Part 2.0 - Project Construction Administration 2.01 Deltatek Engineering shall assist the City of Grapevine in project advertisement during bidding. Deltatek will provide response to questions during the bidding phase. Deltatek shall attend any pre-bid conference and prepare addendum (s), if required, during advertisement. A. Deltatek will review bids for conformance to the bid documents and provide recommendations for award. B. Deltatek will review and comment on shop drawings, equipment diagrams, material samples, test results, and other data the contractor submits as required by the contract documents. Deltatek will furnish the City record copies of shop drawings for their files. C. Deltatek will review the monthly progress payment requests, submit payment recommendations, and assist in the preparation of change orders to the contract documents. Page 4 D. Deltatek will conduct final warranty inspection jointly with representatives of the City and submit a written report recommending final settlement of the contract. 2.02 Quality Assurance Observation: Deltatek Engineering shall provide an on-site Field Technician to perform observation of the work in progress to assist in determining that the project is proceeding in accordance with the contract documents and that the completed work will conform to the contract requirements. On-site representatives during renovation will review the work for the following items: Steel Repairs and Replacement - Deltatek Engineering shall provide an on- site field representative to review steel structural member replacement, corrosion repairs, and installation of roof hatches, vents, ladders, anti -fall devices, side man ways access tube entrance, and miscellaneous improvements. 2. Site Work and Overflow Improvements - Deltatek Engineering shall provide construction management and supervision to oversee the proposed site grading, including overflow improvements. The overflow/drain improvements consist of installation of an air gap system using a concrete collection box, splash shield, floor grate, and connection of the inlet structure to the nearest storm sewer manhole. 3. Protective Coating Systems - Deltatek Engineering shall provide on-site inspection to perform quality control observation for surface preparation and paint application of the tank interior/exterior and perform all required testing in order to comply with manufacture's data sheet as well as specifications. As a part of surface preparation, Deltatek shall monitor air during abrasive blasting operation to ensure airborne lead-based materials will not emit to the surrounding area and emission shall meet the requirements of the regulatory agencies (EPA, Texas Health Department, TCEQ).
