HomeMy WebLinkAboutItem 08 - SH 114/121 MISMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGE / MEETING DATE: AUGUST 19, 2003 SUBJECT: ENGINEERING SERVICES CONTRACT AMENDMENT — SH 114 / SH 121 MIS RECOMMENDATION: City Council consider approving an amendment to the existing consultant engineering services contract with Turner, Collie & Braden, Incorporated relative to the SH 114 / SH 121 MIS project in an amount not to exceed $ 27,360.00, authorize staff to execute said amendment and take any necessary action. FUNDING SOURCE: Funds for this contract are available in 96 GO Bonds, Account Number: 178-78374-009 BACKGROUND: City Council initially approved a contract with Turner Collie & Braden, Incorporated on June 18, 2002 in an amount of $ 50,000.00 for Traffic Analysis Services in the SH 114/ SH 121 Corridor. In particular, TC&B developed additional access routes and interchange configurations at various locations throughout the corridor and prepared preliminary schematics of the more complicated additions. These additions were developed and specific trouble spots were analyzed utilizing NCTCOG traffic volumes and operations specific computer models to insure that they were viable proposals. The proposed additions were incorporated into the NCTCOG Model with some additional access modifications suggested by the NCTCOG Staff. TC&B completed their tasks and the access and interchange configuration was proposed to TxDOT based upon traffic projections available at the time. Subsequent to this submittal, TxDOT staff in the Austin office prepared traffic projections for the corridor that were dramatically higher than any seen prior to that time. With these much higher volumes, portions of the City's access and interchange proposal were not feasible. 0:\agenda\8-19-03\MIS Engr Amendment TC&B August 13, 2003 (4:53PM) City Staff and NCTCOG Staff attended numerous meetings to reconcile the TOOT volumes with NCTCOG's volumes. That task has been completed with agreed upon volumes much closer to NCTCOG's projections. NCTCOG Staff has included the proposed access and interchange configurations into their traffic model and the model has assigned traffic volumes to each of the individual elements of the proposal. Through the use of more site specific operations oriented computer models, TC&B will confirm that the desired access locations are feasible with the new 2025 Traffic volumes, identify any necessary geometric changes from the initial proposal, and review recommendations with City Staff. TC&B and City Staff will present final recommendations to NCTCOG Staff, then meet with TxDOT Staff to discuss the proposed access package. This will insure that the City's access and interchange proposal will function satisfactorily from a geometric as well as an operational perspective before we submit the final package to TxDOT. The City Staff is attempting to expedite the MIS process and receive Environmental clearance for this project as soon as possible. Hodge Director of Public Works City of Grapevine P.O. box 95104 Grapevine, Texas 76099 RE: Traffic Engineering Services — Supplemental Agreement for Additional Analysis of the Alternative SH 114/121 Corridor Schematic using New NCTCOG 2025 Volumes Dear Jerry: It is understood that the City of Grapevine desires to establish the feasibility of additional access at key points along the corridor. It is also understood that the City wants to promote a timely resolution of these matters in order to facilitate finalizing the schematic and conducting a public hearing. With the availability of valid traffic assignment volumes from NCTCOG, additional analyses are needed to determine whether or not the disputed additional access is valid (at locations highlighted in yellow in our meeting on July 21St with NCTCOG). Additional Scope of Services Task 3 - Additional Analysis of the Alternative SH 114/121 Corridor Schematic using New NCTCOG 2025 Volumes a. Review new NCTCOG assignments for those locations highlighted in yellow in the meeting on the 21St and confirm their relevance to the intended access configuration. b. Convert 24 hour assignment volumes to design hourly volumes using design factors provided by TxDOT via NCTCOG. c. Analyze levels of service (LOS), using highway capacity software, or confirm validity of those access additions west of International Parkway. d. Analyze LOS for the critical section between FM 2499 and IH 635, North of DFW using the CORSIM or VISSIM software. e. Analyze LOS for the FM 1709/SH 114/Northwest Highway Interchange using Synchro software, including proposed signalized intersection of FM 1709 and Bank Street. f. Review analysis results with City and finalize access recommendations. g. Document results and recommendations for presentation to TxDOT. h. Meet with TxDOT to discuss findings and recommendations. Hodge 19 July 28, 2003 Page 2 of 2 Period of Service and Schedule The work outlined for Task 3 in the Additional Scope of Services above will be initiated following receipt of a signed copy of this Supplemental Agreement. Tasks a — e will be completed within 3 weeks from authorization. Task f will be completed consistent with City schedule. Task g will be completed within 1 week of Meeting with City to discuss findings. Task h will be completed consistent with TxDOT schedule. Authorization to Proceed All terms and conditions stated in the original agreement, dated May 24, 2001, will remain in effect. This supplemental agreement covers only the additional work identified above. If this request for a Supplemental Agreement meets with your approval, we will consider your acceptance in the space provided below as our authorization to proceed with billing of the additional effort.
