SUBJECT: AWARD OF BID 159-2003 FOR HYDRAULIC RESCUE TOOLS
RECOMMENDATION:
City Council to consider award of bid 159-2003 to Metro Fire Apparatus Specialists for
items 1 through 3 (total amount: $13,171.00) and to Specialty Rescue and Fire Services
for items 4 through 12 (total amount $15,160.00) for hydraulic rescue tools for the Fire
Department. The bid tabulation is attached for review.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid advertisement was posted in
the Grapevine Sun on June 26, 2003 and July 3, 2003.
The purpose of this bid is to establish pricing for the purchase of hydraulic rescue tools
for the Fire Department. Bids were issued to fifteen vendors with two vendors
responding.
With the exception of item 11, all of the rescue rams and related accessories (items 4
through 12) were bid only by Specialty Rescue and Fire Services and met all of the
required specifications of the bid.
Both vendors bid the spreader and rescue tool (items 1 and 2) and only Metro Fire
Apparatus Specialists bid the cutter (item 3). Although Specialty Rescue was the overall
lowest bid on items 1 and 2, their bid did not meet the bid specifications for maximum
spreading force or maximum pulling force. As these units will be used in heavy rescue
situations it is recommended that these items be awarded to Metro Fire Apparatus
Specialists. Metro's bid did meet the specifications.
Staff recommends that items 1, 2 and 3 be awarded to Metro Fire Apparatus Specialists
and that items 4 through 12 be awarded to Specialty Rescue and Fire Services.
