HomeMy WebLinkAboutItem 11 - Opryland BoulevardITEM # / MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER .4 MEETING DATE: SEPTEMBER 5, 2000 SUBJECT: ROADWAY NAME CHANGE — BUSINESS 114 L / OPRYLAND BOULEVARD RECOMMENDATION: City Council consider adopting an ordinance amending Chapter 20-7, relative to Street Name Changes, as follows: "BS 114 L from Ruth Wall Street at the north to SH 114 at the south is hereby designated and shall hereafter be known as Opryland Boulevard." and take any necessary action. BACKGROUND: With the opening of Grapevine Mills Mall in 1997 the City renamed several roadways in the area around the mail with the mall's name as well as the renaming of Bethel Road to Bass Pro Drive. The changes were intended to assist drivers with finding the proper exits for these businesses as both draw several million visitors each year. For the most part, the changes to the roads' names have kept mall and Bass Pro traffic off Grapevine's internal street network. The proposed change of the name of Business 114L to Opryland Boulevard will provide the same sort of direction to motorists on State Highway 114. While the buses that Opryland will run from the airport will bring the vast majority of guests to the hotel from the east along Highway 26, individual motorists will most likely access the site from State Highway 114. It is also possible that with the Opryland Boulevard signage along State Highway 114 we will be able to extend the Grapevine Mills on State Highway 114. This change to the signage will assist the motorists that currently exit at the first Grapevine they come upon on their way to the mall. The appropriate freeway signage will be modified by TxDOT, at the TIF's cost, to reflect the additional name. All provisions of Section 20-7 not specifically amended herein shall remain in full force and effect and shall not be amended by the adoption of this ordinance. Section 4. If any section, article, paragraph, sentence, clause, phrase, or word in this ordinance, or application thereto any person or circumstance is held invalid or unconstitutional by a court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance in spite of such invalidity, which remaining portions shall remain in full force and effect. Section 5. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained. NO. 2 t n, ORDINANCE NO, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 20-7, RELATIVE TO STREET NAME CHANGES; PROVIDING FOR THE NAME CHANGE OF A CERTAIN STREET; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Opryland - Texas Hotel development will attract a large number of consumers to Grapevine; and WHEREAS, the Opryland - Texas Hotel development will be the primary, if not the only, development in the northeast quadrant of the Business 114 Loop / State Highway 26 / Ruth Wall Street intersection; and WHEREAS, this roadway is proposed to be reconstructed as a 4 -lane divided section with median; and WHEREAS, it is desirable to make the Opryland — Texas Hotel development more readily identifiable from area freeways; and WHEREAS, it now appears appropriate to name the segment of Business 114 Loop from its intersection with Ruth Wall Street at the north to its intersection with State Highway 114 at the south as "Opryland Boulevard". NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Chapter 20, Section 20-7 Street Name Changes of the Grapevine Code of Ordinances is hereby amended by the addition of the following street name changes: "Business 114 Loop from Ruth Wall Street at the north to State Highway 114 at the south is hereby designated and shall hereafter be known as Opryland Boulevard."
