SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
STREET NAME SIGNS
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of street name signs
from Consolidated Traffic Controls, Inc.
FUNDING SOURCE:
Funding for this purchase is currently available in the Quality of Life fund, account
number 121-48860-415-15-0040 (Backlit Street Name Signs) for an amount not to
exceed $82,000.40.
BACKGROUND:
This purchase is for backlit street name signs at ten signalized intersections:
Bass Pro Drive & Big Buck SH121 N & Bass Pro Drive
SH121 S & Bass Pro Drive FM2499 & Stars & Stripes
FM2499 & Grapevine Mills Blvd N FM2499 & Apartment Drive
Mustang Drive & William D. Tate SB Mustang Drive & SH121 S NB
Mustang Drive & Stone Meyers Pkwy Main Street & Vine Street
This purchase will be made in accordance with an existing Interlocal Agreement for
Cooperative Purchasing with the Houston -Galveston Area Council (H -GAC) as allowed
by Texas Local Government Code, Section 271.102, Cooperative Purchasing Program.
Bids were taken by the Cooperative and a contract was awarded to Consolidated Traffic
Controls, Inc. The Public Works Traffic Department and Purchasing staff reviewed the
contract for departmental specification compliance and pricing and determined that the
contract would provide the best product and pricing for meeting the needs of the City.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
STREET NAME SIGNS THROUGH AN ESTABLISHED
INTERLOCAL AGREEMENT FOR COOPERATIVE
PURCHASING AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Houston -Galveston Area Council (H -GAC), a regional planning
commission, is a qualified purchasing cooperative program as authorized by Section
271.102 of the Texas Local Government Code; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement
for Cooperative Purchasing with H -GAC and wishes to utilize established contracts
meeting all State of Texas bidding requirements; and
WHEREAS, H -GAC has established a contract with Consolidated Traffic Controls,
Inc. under contract no. PE -05-15, Traffic Control, Enforcement and Signal Preemption;
and
WHEREAS, the City of Grapevine, Texas has a need for new street name signs;
and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
resolution have been met, including but not limited to the Open Meetings Act; and
WHEREAS, the City Council deems the adoption of this resolution to be in the best
interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
purchase of new street name signs from Consolidated Traffic Controls, Inc. through an
Interlocal Agreement for Cooperative Purchasing with H-GAC for an amount not to
exceed $82,000.40.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of street name signs.
Section 4. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 6th day of September, 2016.
