FUNDING SOURCE No funds are required. BACKGROUND INFORMATION The City Council of the City of Grapevine created the Grapevine Historic Preservation Commission to protect, preserve and enhance the preservation and restoration of Grapevine's cultural heritage through its historic architecture. Through its CLG status, the Commission may apply for CLG grants from the state to further its preservation planning and education goals and objectives. The grant request will consist of $5,400 to supplement funding for Grapevine Historic Preservation Commission workshops and continuing education. The activities include 1) Focus Meetings/Strategic Planning Workshop for the Historic Preservation Commission and neighborhood preservation groups with a final findings document to be presented to City Council and 2) continuing education opportunities for Historic Preservation Commissioners. If funded, the grant will be administered through Special Projects — Account 100-44540-417- 5 and Travel and Training — Account 100-44505-417-5. EXECCi MT DIRECI'OR PROJECT PROPOSAL CERTIFIED LOCAL GOVERNMENT SUBGRANTS (PART II) SCOPE OF WORK: Host a community wide Strategic Planning Workshop for our local community neighborhood and preservation groups to update and focus on the state of preservation in Grapevine and to assess current and future preservation goals, objectives and priorities. This would include publishing a document of conclusions and outcomes. Commissioner Education and Training. METHODOLGY: Hire a Historic Preservation Consultant to facilitate the Strategic Planning Workshop and meetings. Prior to the workshop, the consultant will research and gather information on previous and existing preservation programs in Grapevine and prepare an interview questionnaire for the neighborhood. The consultant will then conduct a series of community and neighborhood focus meetings with city staff and representatives from preservation groups to assess historic preservation concerns and goals. An intermediate workshop with the Historic Preservation Commission will be conducted. A final workshop/presentation of findings will be held with local municipal leaders, the Historic Preservation Commission and the Grapevine Heritage Foundation, our local preservation non-profit. Commissioner attendance at the Texas Historical Commission or Certified Local Government Annual Conference. ANTICIPATED RESULTS: The focus meetings and workshop will result in a review of community wide preservation activities, discussion of past and current preservation issues and goals and objectives for future preservation in Grapevine. This ties in with the Commission's goal of providing preservation leadership throughout the community and with the Texas Historical Commission's Preservation Education Training initiative. Continuing education for Historic Preservation Commissioners. PROJECT PERSONNEL: A Preservation Consultant has not been selected. A request for proposals from qualified historic preservation consultants in the area of Strategic Workshop/Preservation Planning will be issued once a grant has been awarded. P.O. GOAL 1. Public Education - Establish and maintain regular dialogue with property owners in historic districts through vehicles such as meetings, an occasional newsletter, etc. to inform and remind owners about the Certificate of Appropriateness process, the district's design guidelines, etc. Explore possibility of producing video programs. - Publish the historic districts' design guidelines in easy-to-use handbook form. - Develop and present hands-on training for historic property owners in rehabilitationfrestoration concepts and techniques. - Generate general publicity about the program and the districts through regular meetings with media representatives, possible awards program, etc. GOAL 2. Leadership - Provide ongoing education of local, state and national civic leaders, elected officials, etc. about HPC programs and goals, related preservation issues and legislation, etc. - Participate in conferences, workshops and other programs that provide ongoing training for Commissioners and staff; develop and expand a library of reference books/ subscriptions; invite visiting specialists for on-site training. - Define the Historic Preservation Commissioners' roles in local preservation efforts, and their relationship to the Grapevine Heritage Foundation and other groups. GOAL 3. Respond to Endangered Buildings/Sites - Proceed with local designations, develop an aggressive program of securing district/landmark designations. 4A641 4,10 0 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, DIRECTING STAFF TO PROCEED WITH THE SUBMITTAL OF A GRANT APPLICATION FOR PARTICIPATION IN THE TEXAS HISTORICAL COMMISSION'S CERTIFIED LOCAL GOVERNMENT GRANT PROGRAM; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council has identified the need to preserve, rehabilitate, restore and revitalize existing historic properties is critical to the revitalization of the City of Grapevine; and WHEREAS, the City Council has created the Grapevine Historic Preservation Commission, a Texas Historical Commission Certified Local Government (CLG) Program; to identify, protect, preserve and enhance historic districts and landmarks of architectural, archeological, cultural and historic importance and to promote the economic, cultural, educational and general welfare of the citizens of Grapevine; and WHEREAS, the Texas Historical Commission has made available National Park Service funds through the CLG Program available as grants to fund preservation planning and education activities. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble of this resolution are true and correct and are hereby incorporated into the body of this resolution as if copied in their entirety. Section 2. That a Grant Application for $5,400 by the Grapevine Historic Preservation Commission for (1) hosting a Strategic Planning Workshop for local leaders, the Historic Preservation Commission and neighborhood/community preservation groups; and (2) continuing education and training of Preservation Commissioners, Section 3. That the attached applications are hereby approved. Section 4. That the development and implementation of the Grant Application be coordinated through the City of Grapevine Office of Historic Preservation.
