TRADE CENTER WEST 1. Mr. Roger Hart, the applicant, is platting this 28.814 acre site for the development of a warehouse facility with freight forwarding. This property is located west of the Minter's Chapel Road and north of Hanover Drive. 2. The site is currently undeveloped. 11. STREET SYSTEM: 1. This site fronts on both Minter's Chapel Road and Hanover Drive. 2. This site has access to Hanover Drive, a Type "E" Collector on the Thoroughfare Plan. The City with Developer participation will construct Minter's Chapel Road, a Type "E" Collector on the Thoroughfare Plan in the near future. III. STORM DRAINAGE SYSTEM: >1. The property naturally flows south to north towards Cottonwood Branch. The north side of the property is in the Cottonwood Branch 100 -year floodplain easement. 2. The on-site and off-site storm drainage systems must be designed in accordance with the requirements of the City of Grapevine's Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 12 -inch water line located in the west side of Minter's Chapel Road and in the north side of Hanover Drive. 2. The developer will be required to construct a public water distribution system necessary to meet domestic and fire protection needs of this development. V. SANITARY SEWER SYSTEM: 1. There is an existing 8 -inch sewer main that flows west to east and follows the existing Hanover Drive and an existing 12 -inch in the east side of Minter's Chapel Road. 2. The existing sanitary sewer collection system is adequate to serve the needs of this site and future surrounding developments. \\CHDN\SYS\DATA\PWORKS\AGENDA\09-19-00\JAGtrade P.doc VI. MISCELLANEOUS: Water and Wastewater Impact Fees are due prior to the release of Building Permits. The current fee is $155,653.23 ($5,402.00 per acre x 28.814 acres). 2. The developer will be responsible for escrowing fees of $352,744.60 for the construction of Minter's Chapel Road. The fees are due prior to the release of Building Permits. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: B. 1 The utility easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. 2. The drainage easements dedicated by this plat are necessary to provide for the conveyance of storm water run-off. 3. The right-of-way dedicated by this plat is necessary to provide for the development of the surrounding transportation system. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1 The utility easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. The drainage easements dedicated by this plat will allow for the conveyance of storm water run-off. 3. The right-of-way dedicated by this plat will allow for the development of the surrounding transportation system. 4.
