SUBJECT: AWARD OF THE SOUTH MAIN STREET DESIGN CONTRACT
RECOMMENDATION:
City Council consider awarding an Engineering Design Services contract to Huitt-Zollars,
Inc. for the design of the reconstruction of South Main Street from College Street to Wall
Street and the introduction of landscaping and streetscape improvements to South Main
Street and Barton Street in the amount of $170,000.00, authorize staff to execute said
contract, and take any necessary action.

The project consists of the preparation of construction plans, bidding and contract
documents for the reconstruction of South Main Street from College Street to Wall Street
in the Historic Downtown District. The work, upon completion, will reduce the excessive
crown in the street and will add a drainage system. In addition, landscape and
streetscape elements will be added to South Main Street and Barton Street.
The entire project includes the reconstruction of the HMAC pavement section on a
compacted subgrade, drainage improvements, traffic signal wiring modifications,
landscaping improvements, irrigation, streetscape improvements, water line and
electrical service in the center of the street for special events. The paving, drainage,
landscape and streetscape designs will incorporate information and conclusions drawn
from recent studies and public meetings.
Staff recommends approval.

Main Street Crown Removal

This project will lower the exaggerated roadway crown in South Main Street from Wall Street to College Street. This
will improve parallel parking access to businesses on Main Street by minimizing the car door conflicts with the high
sidewalks and steps at the storefronts. In addition, this project will add landscape and streetscape elements to South
Main Street and Barton Street.
