HomeMy WebLinkAboutItem 15 - Creeks 17 & 23ITEM * /!57 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER&/f/ MEETING DATE: OCTOBER 17, 2000 SUBJECT: AMENDMENTS 5 & 6 / CREEKS 17 & 23 DESIGN CONTRACT RECOMMENDATION: City Council consider approving Amendments No. 5 and 6 to the Creeks 17 & 23 Design Contract with Freese and Nichols, Inc. in the "not to exceed" amounts of $5,200.00 and $30,350.00, respectively, for additional engineering services relative to the development of the final plans for the Creeks 17 & 23 Channel Improvements project, authorize staff to execute said Amendments and take any necessary action. As a result of residents' questions, a bio -engineer was hired, and an investigation of trench safety and construction techniques was completed. The bio -engineer provided recommendations \\CHOP\DATA\C ITYW I DE W GENDA\10-17-00\amend.creek 1723.design.contract.doc October 12, 2000 (5:09PM) relative to residents' concerns, such as gabions and vegetative slope stabilization, which are now being made part of the plans. The questions regarding trench safety and construction techniques were answered by a specialist during the last set of public meetings. The contract amendments reflect the retention of the additional consulting services described above and also include the changes to the construction plans related to the residents' questions. Staff plans to advertise the project for bid in November. Box 95104 Grapevine TX 76099 Date: July 5, 2000 Project Description: Special Services - Creek 23 & 17 Channel Improvements Description of Services Added/Deleted: The work to be added includes a review of the project by Charles Jackson, P.E. of Rone Engineers to evaluate potential OSHA trench safety concerns, including his attendance at one working meeting and at all three Third Public Meetings. The work also includes additional effort by F&N staff to coordinate the subconsultants. Deliverables: Attendance by Charles Jackson, P.E., at one working meeting and all three Third Public Meetings Compensation shall be adjusted as follows: As described in the attached Scope of Services, the additional effort for the trench safety review by Rone Engineers consists of $2,000 of labor and $100 of expenses, and the additional effort by F&N staff to coordinate the subconsultants consists of $3,100, for a total increase not to exceed $5,200, and shall be billed on an hourly basis. The work also includes the design of bioengineering erosion protection along the outside bank of the oxbows on Upper Creek 23 and Creek 17, along with Robbin Sotir's review of the bioengineering design and specifications. Deliverables: An updated set of plans and specifications for the City to bid the project. Compensation shall be adjusted as follows: The additional effort consists of $21,450 of labor and $2,500 of expenses, and the review of the bioengineering design by Robbin Sotir and Associates consists of $6,400, for a total increase not to exceed $30,350, and shall be billed on an hourly basis. Original Basic Services Contract (with CM#1) $288,100.00 Revised Total Basic Services Contract $318,450.00 Schedule shall be adjusted as follows: The modifications to the plans shall be completed within 60 days of the date of this agreement.
