SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A
RADIO FREQUENCY DETECTION SYSTEM FOR THE
LIBRARY
RECOMMENDATION:
City Council to consider approval of a resolution to declare Checkpoint Systems, Inc. a
sole source provider for the purchase of a Library Radio Frequency Detection System.
FUNDING SOURCE:
The total cost of this agreement will not exceed $218,570. The funding for this purchase
is available from scheduled Certificates of Obligation, Series 2000 A and existing bond
proceeds.

BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A).,
The Radio Frequency Detection System will interact with the Checkpoint Book Theft
Detection System. The system will provide security for all circulating library materials
and will also allow inventory control of reference materials. The system will be
compatible with the current circulation system and will expedite book check-in and
checkout for patron use. The current security system, in use since 1986, does not
provide inventory capability.
Staff recommends approval.

Please be advised that Checkpoint Systems, Inc. is the only company serving
the library market that manufactures, sells, installs and services the Radio
Frequency (RF) Detection System, "RapidCirc 11- Self -Check and Checkpoint
.}, RFID Systems.
Because products sold only by Checkpoint will interact properly with the
Checkpoint Book Theft Detection System, Checkpoint is able to provide the
highest degree of quality control of its products. All systems and detection
targets manufactured by Checkpoint are patent -protected.
Checkpoint offers aur systems through a network aftwo (2) Independent
Representatives in Pennsylvania and 'Texas along with six (7) direct Account
Managers in California, Florida, Georgia, Illinois, New York and Ohio.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF A RADIO
FREQUENCY DETECTION SYSTEM FOR THE LIBRARY,
DETERMINING THAT THE DETECTION SYSTEM IS
AVAILABLE FROM ONLY ONE SOURCE AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID
CONTRACTS AND DOCUMENTS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase the following equipment and
software from Checkpoint Systems, Inc as a sole source:
Three (3) Intelligent Interrogator Antennae $ 10,500.
Intelligent Library Integrated Circuits
$150,000.
Five Intelligent Circulation Readers

WHEREAS, Checkpoint Systems, Inc. is the sole provider of the equipment and
software listed above.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the listed equipment and software for a total not to exceed $218,570.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said maintenance agreement.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 17th day of October, 2000.
