This property is located on the southwest corner of College Street and Ball Street. 2. The property is currently the site of a historical farm house, barn and private cemetery. Il. STREET SYSTEM: 1 This site has access to Ball Street, a Type "D" Minor Arterial, College Street, a Type "E" Collector on the Thoroughfare Plan and Homestead Lane, a local street. The plat provides for future right-of-way for a left turn lane from Ball Street to College Street. 111. STORM DRAINAGE SYSTEM: 1 This site drains northeast toward both Ball Street and College Street. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1 There is an existing 12 -inch water line in the west side of Ball Street, an existing 8 -inch water line in the south side of College Street and an 8 -inch water line in Homestead Lane. 2. The existing water distribution system is adequate to serve the development of this site. V. SANITARY SEWER SYSTEM: 1 There is an existing 8 -inch sewer main that follows Homestead Lane and flows east towards Ball Street. 2. MISCELLANEOUS: 1. The site as developed is tied to the City's water and sewer system. If additional services are needed to the site then Water and Wastewater Impact Fees will be due prior to the release of Building Permits. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The utility easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. 2. There are no drainage easements dedicated by this plat. 3. The right-of-way dedicated by this plat is necessary to provide for the development of the surrounding transportation system. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: The utility easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. There are no drainage easements dedicated by this plat. 3. The right-of-way dedicated by this plat will allow for the development of the surrounding transportation system. 4. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1.
