Carson-Salcedo-McWilliams, Inc., the applicant, is replatting this site of a multi -family apartment complex to allocate land for a Park to Jackson Addition (Phase III). 2. This site is located north of the Grapevine Mills Mall between Grapevine Mills Boulevard North and Denton Creek. The property is approximately 1000' west of Grapevine Mills Parkway (FM 2499). II. STREET SYSTEM: 1. This site is located at the intersection of Grapevine Mills Boulevard North and Grapevine Mills Circle approximately 1 000'west of Grapevine Mills Parkway (FM 2499). This apartment complex currently has access to Grapevine Mills Circle and Grapevine Mills Boulevard North along the southeast side. 2. Grapevine Mills Boulevard North is a 4 lane, divided street within a variable width right-of-way. Grapevine Mills Circle is a 4 lane, undivided service road to the mall that was dedicated as an access easement with the construction of the mall. Access to Grapevine Mills Parkway (FM 2499) is provided via Grapevine Mills Boulevard North. 3. No additional right-of-way is required for the streets adjacent to this site. III. STORM DRAINAGE SYSTEM: The site currently drains northwest to Denton Creek. 2. There is an existing storm drain system from the Grapevine Mills Mall site that traverses this site to an outfall structure in the floodplain of Denton Creek. 3. An on site private storm drain system conveys the drainage from the development to Denton Creek. There are not any ties to the existing storm drain structure from the mall site. 0:\AGENDA\11-21-00\MILLSRUN_R.doc IV. WATER SYSTEM: 1 There is an existing 16" water line along the north side of Grapevine Mills Circle and Grapevine Mills Boulevard North. 2. There is an existing water system to provide an on site water distribution system consisting of 8" water lines with fire hydrants. The developer also provided a stub out to the adjacent property to the north of this site. 3. The on site water system is adequate to serve the domestic and fire protection needs of this development. V. - SANITARY SEWER SYSTEM: 1. There is an existing 15" sanitary sewer line running south to north along the east side of Denton Creek at this location. 2. An on site sanitary sewer collection system consisting of 8" sanitary sewer lines serves the buildings in this complex. There is a stub out to the adjacent property to the east. 3. The on site sanitary sewer system is adequate to serve the sanitary sewer needs of this apartment complex. VI. MISCELLANEOUS: 1. There is a 10' wide hike/bike trail along the east side of Denton Creek specified by the City's Master Trail Plan. The developer escrowed the funds with the City for the total cost of construction for said hike/bike trail system. 0:\AGENDA\11-21-00\MILLSRIJN_R.doc VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The utility easements dedicated by this plat are necessary to provide a utility network to serve the development of this site and adjacent properties. 2. The on site storm drain easement is necessary to convey drainage from upstream properties through this site in accordance with the City of Grapevine Code of Ordinances. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1. The utility easements dedicated by this plat are consistent with the City's policy of easement dedication for public and franchised utilities for this site and adjacent development. 2. The on site storm drain easement is in accordance with the Master Drainage Plan and the City of Grapevine Code of Ordinances. m� 3. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lot 1 R, Block 1, Mills Run Addition."
