SUBJECT: APPROVAL OF A RESOLUTION FOR THE SOLE SOURCE
PURCHASE OF A PHOTOGRAPHIC IDENTIFICATION SYSTEM
RECOMMENDATION:
City Council to consider approval of a resolution for the sole source purchase of a
photographic identification software system from Vermont Systems in the total amount of
$43,200.00.
FUNDING SOURCE:
Funding for this purchase is currently available in account:
176-76110-001C Capital Projects/Misc. Park Improvements ... $43,200.00
BACKGROUND:
This procurement will be made as an exemption to the general bidding procedure and in
accordance with Texas Local Government Code, Chapter 252.022 (a) (7) (A) that
authorizes political subdivisions to enter into a contract to procure items that are
available from only one source.
This procurement will be made as a sole source purchase from Vermont Systems. This
vendor developed and installed the RecTrac application software as well as other
software products currently in use at the Recreation Center. Vermont Systems is the
Sole Source licensed provider and their software is the only package that will work with
other software currently installed at the center.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE MAYOR TO
APPROVE THE SOLE SOURCE PURCHASE OF A
PHOTOGRAPHIC IDENTIFICATION SOFTWARE SYSTEM
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 252.022
(a) (7) (A) to enter into a contract to procure items that are available from only one source;
and
WHEREAS, Vermont Systems currently has other systems in place at the City of
Grapevine that will only work with the photographic identification system provided by
Vermont Systems.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the photographic identification system for a total cost not to exceed $43,200.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate said purchase.
Section 4. That this resolution shall become effective from and after the date of
its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 21st day of November, 2000.
